Decree 116 has great significance
From the perspective of an education manager, Associate Professor, Dr. Nguyen Van Hien - Chairman of the Council of Hanoi National University of Education - said that Decree 116 when issued will have great significance, attracting many excellent students to register to study and contribute to the pedagogical field.
However, the implementation of Decree 116 has caused some problems such as: the implementation of orders or organizing bidding for teacher training is still a bit confused for both localities and teacher training institutions; the level of interest in ordering or bidding for teacher training between localities is different; some localities are having difficulties, balancing local budgets for education and training in general and for pedagogical student training in particular is also a challenge...
Therefore, Mr. Hien assessed that switching to the form of budget allocation instead of letting localities balance themselves as before is a reasonable step in the current context.
“According to Decree 116, the provincial People's Committee is responsible for reviewing the calculation and determining the needs of recruitment and training of teachers in the locality of each level, level, discipline and subject. In reality, the determination of the needs of training and recruiting teachers of localities also has many different" characteristics ". For localities and regions with favorable conditions, there is always a state -of -the -art demand for labor, the demand for the labor force. In the remote areas, disadvantaged areas, the demand for recruiting teachers, especially teachers of subjects such as foreign languages, informatics, and art is very large. 60, the funding will be more secure, facilitating both students and the school.

Therefore, the adjustments in Decree 60 will bring more convenience to schools and localities in implementing teacher training" - Mr. Hien said.
According to Associate Professor, Dr. Nguyen Van Hien, although Decree 60; Decree 116 brings many benefits, in reality, for the policy to truly promote efficiency and sustainability, it is still necessary to focus on some important aspects such as the need for reasonable allocation to ensure the progress of support payments for students or strong policies for both input and output of the teacher training process.
