The professional title of a teacher is a name that shows the qualifications, professional competence, and professional capacity of teachers who are civil servants in educational institutions. In recent times, issues related to the time, conditions for appointing professional titles, etc. have always been of concern to many teachers.
Among them, there is a question from Mr. D.T (Quang Binh). Mr. T graduated from the University of Education, has been teaching directly for 10 years, in which, in August 2012 - May 2015, he was a contract teacher with the right expertise, and paid social insurance at a secondary school. In August 2015, he took the civil service exam and was ranked as a Grade II Secondary School Teacher with a salary coefficient of 2.34.
Mr. T asked, will the time he has been a contract teacher be counted as the equivalent period of time to hold the title of Grade II Secondary School Teacher to the new Grade II ranking?
Regarding this issue, the Ministry of Education and Training responded on the Government Electronic Information Portal as follows:
The appointment of the professional title of Grade II Secondary School Teacher (code V.07.04.31) is implemented according to the provisions of Point b, Clause 1, Article 7, Circular No. 03/2021/TT-BGDDT, which has been amended and supplemented in Clause 8, Article 3, Circular No. 08/2024/TT-BGDDT.

In addition, according to the provisions of Clause 3, Article 13 of Circular No. 13/2024/TT-BGDDT, the period determined to be equivalent to the period of holding the professional title of Grade III Secondary School Teacher (code V.07.07.02) includes:
"a) Time holding the professional title of Grade III Secondary School Teacher (code V.07.07.32);
b) Time for teachers to hold the professional title of Grade III Secondary School Teacher (code V.07.07.12);
c) Time for teachers to hold the rank of Senior Secondary School Teacher (code 15a.202);
d) Other times determined by competent authorities equivalent to the ranks and ranks specified in Point a, Point b, Point c of this Clause when teachers are transferred to the professional title of junior high school teacher;
d) Working time in accordance with the provisions of law, with compulsory social insurance payment that meets the Government's regulations in Point d, Clause 1, Article 32 of Decree No. 115/2020/ND-CP has been amended and supplemented in Clause 16, Article 1 of Decree No. 85/2023/ND-CP".
At the same time, according to Clause 2, Article 10 of Circular No. 03/2021/TT-BGDDT, amended and supplemented in Clause 10, Article 3 of Circular No. 08/2023/TT-BGDDT, the time for teachers holding the professional title of Grade II Secondary School Teacher (code V.07.11.11) or holding the title of Senior Secondary School Teacher (code 15a.201) is determined to be equivalent to the time holding the professional title of Grade II Secondary School Teacher (code V.07.04.31).
The Ministry of Education and Training requests Mr. T to base on the above provisions, providing evidences of the time -keeping time (if eligible as prescribed), report to the school principal to report and propose the competent authorities in the locality to appoint and transfer his career title.
