The Ministry of Home Affairs responds to the consideration of promotion of the title of primary school teacher
Currently, the consideration of promotion of the professional title of primary school teachers is carried out according to Circular 13/2024 of the Ministry of Education and Training. In the case of Ms. Mai Thi Hong, who was a contract teacher before being recruited, reflecting that her achievements during the contract period were not recognized when considering salary increase and promotion.

The Ministry of Home Affairs replied that to be considered for promotion from Grade III to Grade II, teachers must meet the requirements of working time, moral qualities, training level, professional capacity and professional title holding period, in accordance with the provisions of Circular 13/2024, Circular 02/2021 and Circular 08/2023.
For working time when there is still a labor contract with social insurance, teachers will comply with the provisions of Decree 115/2020 and Decree 85/2023. Teachers are excited about many new regulations on working regimes
From April 22, Circular 05/2025/TT-BGDDT officially took effect, bringing many positive changes to the teaching staff such as reducing teaching hours, homeroom teachers are reduced by 4 hours/week, and professional team leaders are reduced by 3 hours/week. Many teachers expressed their joy and hope that the circular will contribute to reducing pressure and improving teaching quality.

According to teachers in Nghe An and Hanoi, the new regulations have created ideal working conditions, helping teachers have more time to prepare their lessons carefully and improve the effectiveness of classroom teaching time. Schools also proactively adjust the timetable, supporting teachers to ensure their rights according to regulations.
In addition, Circular 05 stipulates that each teacher cannot hold more than 2 concurrent tasks, in order to reduce workload and increase teaching efficiency. Many district-level units in Quang Ninh have started recruiting more teachers
Areas in Quang Ninh, especially Ha Long City and Dong Trieu, are announcing the recruitment of a large number of contract teachers for kindergartens, primary schools and secondary schools to compensate for the shortage of personnel. Dong Trieu City needs to recruit 119 targets, while Ha Long City recruits 260 teachers at all levels.
According to Resolution 261/NQ-HDND dated February 26, 2025, Quang Ninh is assigned 1,766 contract labor targets in the education sector, of which Ha Long City alone is assigned 476 people, Mong Cai City 233 people, to ensure human resource needs in public educational institutions in the area.
In 2024, teacher recruitment in Quang Ninh will face many difficulties when the number of applications submitted is much smaller than the target.
