Circular 29/2024 of the Ministry of Education and Training has officially taken effect since February 14, which stipulates that schools are only allowed to organize extra classes and extra classes in schools for 3 groups of subjects: disadvantaged students, excellent students and final year students. At the same time, extra teaching for these 3 groups is not allowed.
For extra teaching outside of school, the Circular stipulates that teachers are not allowed to teach extra classes with fees for students that the teacher is teaching at school.
Teachers in public schools are not allowed to participate in managing and operating extra teaching outside of school, but can participate in extra teaching outside of school. The Circular also stipulates that individuals and organizations that want to teach extra classes must register for business.
This regulation forces traditional extra classes and tutoring (teachers teach at home or rent a teaching location - not registered for business) to stop operating because they are not in accordance with regulations, leading to interruptions in students' extra classes and having to find new extra classes in centers and tutoring classes with business registration.
Phan Kha Nhi, a 12th grade student in District 1, said that since he attended 3 classes at the same time every week, there has now been only 1. Before that, Kha Nhi participated in studying 3 subjects: Math, Physics and English opened by teachers in the school.
"Teachers in both English and Physics announced that the class would stop teaching for 1 week. Up to now, it has been more than a week but the teachers have not announced that they will return to school. As for Math, she switched to online teaching, announcing that she would not collect money," Kha Nhi said.
This female student said that she will continue to wait a little longer, if the class does not reopen, she will consider finding a new class.
"I have studied with teachers at school for a long time, and am familiar with teaching methods, so I have acquired very good knowledge. I am afraid that if I rush to find new classes, it will be difficult to accept," Kha Nhi confided.
Tuan Anh, a 12th grade student in District 1, said that he has started attending extra classes for a new week. "I am a senior, reviewing and extra classes are very important, so as soon as the old class announced the end, I urgently needed to find a new class."
Talking to Lao Dong, the owner of an extra-curricular center in Go Vap district said that in recent days, he has received many requests from parents and students to register to study.
"Most of the students studying at my center have started studying since June 2024, so I cannot accept more classes because I am afraid that the class is too crowded, affecting the quality of teaching," this person said.
Recently, the Department of Education and Training of Ho Chi Minh City has announced a draft to guide the implementation of Circular 29 on extra teaching and learning of the Ministry of Education and Training, to collect opinions before submitting to the City People's Committee for consideration.
Accordingly, for extra-curricular teaching, teachers and organizations must register their business and make it public on the portal or list it at the facility before enrollment. The public content includes subjects, duration of each subject, location, form, organization time, list of teachers, and collection level.
The collection rate is agreed upon between parents, students, individuals, and centers for organizing extra classes. Management and use of tuition fees in accordance with the provisions of law on assets, accounting, taxes, and other relevant regulations.
Teachers who are teaching at schools participating in extracurricular teaching must report to the principal and are not allowed to collect money from their regular students.
