A library project worth 48 billion VND, inaugurated less than a year ago, has deteriorated, the doors are closed tightly, and weeds grow rampant.
That is not only an offensive image of public asset management, but also a manifestation of wastefulness and irresponsibility that needs to be viewed directly and clearly stated.
According to the design, the library of Hue University of Economics - Hue University has a service life of up to 50 years. But the reality is harsh, the walls are covered with moss, moldy, waterproof, peeling paint; the campus is messy, not taken care of; inside is locked, empty.
A project named "library", a symbol of knowledge, has been turned into a bare concrete block right in the Hue University planning area.
The question is why a project that has been inaugurated is not put into use?
Answering Lao Dong Newspaper, leaders of the University of Economics said that the school is only a beneficiary unit, and the investor is Hue University. To date, the school has not received an official handover document.
The reason "not yet handed over" is given as an explanation, but cannot be an excuse to legitimize the prolonged waste situation.
It is unacceptable to build a library worth tens of billions of VND and leave it there to "wait for papers", while every day passes, the project is degraded, the budget is eroded, and the learning needs of students are neglected.
It should be emphasized that this is not just a technical issue of handover between the two units, but a matter of public asset management responsibility.
The law has clearly stipulated that assets invested from the budget must be used for the right purpose and effectively, avoiding loss and waste.
Letting the library close, not exploiting, not maintaining, leading to damage right from before use is a sign of poor management.
It is impossible to blame the surroundings between the "investor" and the "beneficiary unit". It is even more impossible to consider this an internal matter and then sink with time. The responsibility first belongs to the leaders of Hue University, the place that decided to invest, organize the implementation and hand over the project.
That responsibility is not only to complete a handover document, but also to ensure that the project promotes efficiency in accordance with the initial objectives.
It is time for a serious review, clarifying why the handover is delayed, who is responsible, and how much responsibility. At the same time, there must be a specific timeline to put the library into use.
A deserted library is not just the degradation of a building, but the degradation of responsible thinking.
