Continue to build and improve 4 policies
Regarding policies for teachers, the Ministry of Education and Training said that the development and promulgation of documents detailing and guiding the implementation of policies for teachers are basically implemented according to the plan. The Ministry of Education and Training has advised competent authorities to promulgate and promulgate according to their authority documents to implement the Law on Teachers and related laws, gradually completing the legal corridor on recruitment, use, management, working regime, professional standards, appointment, salary ranking, attraction, recruitment and regimes and policies for teachers.
To date, 4 policies are still being developed and completed with detailed regulations and implementation guidelines, including: Salary policies, allowance regimes and support policies for teachers; Standards, conditions, procedures for appointing and dismissing professors and associate professors; Codes, professional standards, appointments, salary rankings and working regimes for vocational secondary school teachers; Standards, conditions, working regimes, appointments and salary rankings for university education support personnel.
Regarding salary policies, allowances and support policies for teachers, the Ministry of Education and Training has developed and submitted to the Government the dossier of the Decree. According to Notice No. 218/TB-VPCP dated April 29, 2026 of the Government Office on the conclusion of Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra, the Decree has not been submitted to the Government for promulgation at this time and will continue to be reviewed and completed after the Politburo gives opinions on the Salary Policy Reform Project.
For the remaining 3 policies, documents are being developed and completed; in which, regulations for vocational secondary school teachers need to be synchronized with regulations on standard vocational secondary education programs; regulations for university education support personnel are being developed according to progress" - the Ministry of Education and Training stated.
Teachers enjoy many regimes of salary, allowances and other benefits
The Government has issued Decree No. 182/2026/ND-CP dated May 22, 2026, stipulating the professional preferential allowance regime for teachers, management staff of educational institutions and educational support personnel working in public educational institutions. Accordingly, teachers teaching preschool, primary, and secondary education programs are entitled to an additional 10% professional preferential allowance compared to the level enjoyed before the Decree took effect; educational support personnel of educational institutions within the scope of the first adjustment are entitled to a 20% professional preferential allowance.
The adjustment contributes to improving income and better ensuring the preferential treatment regime for the staff. Decree No. 182/2026/ND-CP also clearly stipulates the determination of areas to enjoy allowances, ensuring synchronization with current regulations on zoning, thereby overcoming some difficulties and obstacles in implementing previous policies. The Ministry of Education and Training continues to monitor and assess the impact of policies in regions and regions and review and propose to the Government to adjust the level of preferential allowances for occupations in accordance with the roadmap for implementing Resolution No. 71-NQ/TW, socio-economic conditions and the ability to balance the state budget.
Regarding salary policy, the policy of ranking teachers' salaries highest in the administrative and non-business salary scale system has not yet been specified. The Ministry of Education and Training has developed and submitted to the Government a draft Decree stipulating salary policies, allowance regimes and support policies for teachers.
