On March 25, the Ho Chi Minh City People's Committee approved the plan to mobilize children to attend classes and enroll students in the first grades of the 2026-2027 school year.
Mobilize 100% of 5-year-old children to kindergarten classes
At the preschool level, the city aims to mobilize 100% of 5-year-old children and at least 90% of 3-4 year old children to go to school. At the same time, gradually increase the rate of children under 3 years old going to school, ensuring compliance with actual conditions.
Preschool education institutions when receiving children must ensure full conditions on programs, teaching staff, facilities and equipment according to regulations.
The commune-level People's Committee is responsible for developing and issuing preschool enrollment plans in the locality, guiding parents to register online using personal identification codes, complete enrollment documents and submit entrance survey forms.
Notably, the reception of children is carried out flexibly, without limits according to administrative boundaries, creating conditions for children in border areas or parents working in the area to go to school. Depending on their needs, preschools can organize for children to get acquainted with schools and classes during the summer.
Grade 1 enrollment in the form of admission
For grade 1, Ho Chi Minh City continues to apply the admission method, striving to mobilize 100% of 6-year-old children to study.
Enrollment data is extracted from the education sector database system and must be approved by the Local Level Enrollment Steering Committee.
The commune-level People's Committee will issue plans, targets and identify enrollment subjects; at the same time, coordinate with the Department of Education and Training to build flexible enrollment areas, regardless of administrative boundaries, in order to regulate students between neighboring areas.
The city notes not to handle cases of students studying early or without information on the industry data system. At the same time, ensure class sizes according to current regulations.
In case there is still a shortage of targets compared to the initial plan, supplementary enrollment must be approved by the local primary enrollment steering committee, ensuring the rights of students and in accordance with facilities conditions.
Grade 6: Combining admission and competency assessment
At the secondary school level, grade 6 enrollment is carried out in the form of admission consideration, in which some schools may combine with capacity assessment surveys.
Specifically, admission can be based on the results of training and study in primary school and/or the results of competency surveys. This form applies to schools that implement high-quality, advanced, internationally integrated education models according to city regulations.
Schools must develop enrollment plans, report to the commune-level People's Committee and submit them to the Department of Education and Training for approval before implementation.
The enrollment work for grade 6 of Tran Dai Nghia Secondary and High School is organized by the Ho Chi Minh City Department of Education and Training, with procedures and implementation time according to separate instructions.
The city also emphasized that students who participate in competency assessment but are not admitted are still guaranteed the right to be considered for admission to other schools according to general regulations.
Similar to grade 1, the zoning for grade 6 enrollment is implemented flexibly, not rigidly according to administrative boundaries to create favorable conditions for students, especially for special programs such as integration and strengthening foreign languages.
Cases of students studying early or without names on the education sector data system will not be resolved. At the same time, supplementary recruitment of targets (if any) must be approved by competent authorities, ensuring compliance with actual conditions.
