On August 1, Ms. Ta Thi Nhat Suong - Vice Principal in charge of Dak Lak Medical College - said that the unit had overcome all shortcomings in financial management according to the inspection conclusion of the Department of Finance.
According to the conclusion of the inspection of financial management in 2023 at Dak Lak Medical College, the unit used the salary reform fund to pay salaries without the opinion of the competent authority, with an amount of more than 340 million VND.
The school also used unusual funding to support the Lunar New Year without being included in the assigned budget, with an amount of 31 million VND; collected more than tuition fees for 353 students, with a total amount of more than 144 million VND.
In addition, the school has not spent more than 2.3 billion VND in support for students. Of which, including the study support fund for ethnic minority students in poor and near-poor households of more than 480 million VND; the boarding policy support fund for students in colleges and secondary schools of more than 1.8 billion VND.
As of the inspection in May 2024, the school has not yet paid support under this policy to students.
From the inspection results, the Department of Finance requested the school to overcome shortcomings and problems in financial and asset management. Of which, the school must return to the State budget the amount of more than 2.3 billion VND that has not been paid to students.
The Inspectorate of the Dak Lak Provincial Department of Finance determined that the responsibility for violations and shortcomings in financial management belongs to the principal, vice principal in charge during the inspection period, along with the accountants and relevant advisory departments.
Ms. Ta Thi Nhat Suong - Vice Principal in charge of Dak Lak Medical College confirmed: "Previously, the school always withdrew money in advance and paid support to students through cash payment. However, when I became the school's head, I required the money in the treasury to be paid directly through the student account number to make it easier to be clear and transparent".
According to Ms. Suong, the delay in payment is due to students going on internships at medical facilities being slow to provide account numbers, leading to a delay in payment.
The school has not yet withdrawn this amount of money but it is still in the treasury, so the State has recovered it itself. The school was at fault for the delay in payment. Up to now, the unit has completed the payment of all support money to students.
