The Government issued Decree No. 60/2025/ND-CP (Decree 60) dated March 3, 2025 amending and supplementing a number of articles of Decree No. 116/2020/ND-CP dated September 25, 2020 (Decree 116) regulating policies to support tuition fees and living expenses for pedagogical students.
Article 5 of Decree 60 stipulates the preparation of estimates, funding sources, and payment of support policies for pedagogical students.
Regarding the preparation of estimates and state budget funds for implementing policies to support tuition and living expenses for pedagogical students, it is necessary to comply with the provisions of the State Budget Law, documents guiding the State Budget Law, other relevant legal provisions and regulations in this Decree.
For teacher training institutions, each year, based on the number of pedagogical students receiving tuition support support policies and living expenses at training institutions and the number of enrollment targets announced by the Ministry of Education and Training in the following year (after deducting the number of targets for assigning tasks and placing orders), teacher training institutions shall prepare a budget estimate and send it to the superior agency for synthesis and reporting to the competent financial agency to arrange the budget according to the provisions of the State Budget Law.
For agencies assigning tasks and orders, based on the support level prescribed in Article 4 of Decree 116, each year the agency assigning orders and orders must prepare a budget estimate for pedagogical student training at the same time as the budget estimate and summarize it in the unit's budget estimate, report to the competent authority to approve the budget to pay tuition support and living expenses for pedagogical students through teacher training facilities.
The funding source and payment for the policy to support pedagogical students are stipulated as follows:
The budget to support tuition and living expenses for pedagogical students is arranged in the annual state budget estimate for education and training at ministries, branches and localities according to regulations and is allocated to teacher training institutions in the form of assigning estimates according to regulations;
In case the locality assigns tasks and orders to train pedagogical students, the locality will arrange from the local budget to pay the teacher training institution for support for tuition and living expenses for pedagogical students;
After receiving support funds from competent authorities, the teacher training institution is responsible for paying support money for living expenses to the pedagogical students' bank deposit account before the 15th of each month.
