The Ministry of Education and Training is developing and finalizing a draft Decree regulating salary, allowance, support and attraction policies for teachers to ensure the synchronous effectiveness of the 2025 Teachers' Law when it takes effect from January 1, 2026.
Pursuant to Clause 3, Article 3 of the draft Decree, propose a formula for calculating salaries. Accordingly, the formula for calculating primary school teachers' salaries is as follows:
Salary = ( phage received + position allowance coefficient + seniority allowance exceeding the framework + reserve difference (if any)) x Basic salary x Special salary coefficient
The salary coefficient table for primary school teachers is expected to be applied from 2026 according to Article 4 of the draft Decree as follows:
According to the draft, primary school teachers will receive a salary increase in 2026. In which, the highest salary for primary school teachers will fall to level 6 (7.55) in the salary table for type A3.2 civil servants with a specific salary coefficient of 1.2.
Thus, the highest salary for primary school teachers in 2026 is expected to be 21,200,400 VND.
The above salary level does not include the coefficient of position allowance + seniority allowance beyond the framework + reserve difference (if any).
