Speaking to direct the work of education and training in the People's Police (CAND), Deputy Minister of Public Security Le Quoc Hung said that education and training in the CAND is focusing on drastically implementing innovation according to Resolution 71 on educational and training breakthroughs; requesting heads of units to pay attention; the Department of Training to coordinate with relevant units to review legal regulations on education and training; complete and amend to meet the requirements of assigned tasks.
According to Deputy Minister Le Quoc Hung, the key breakthrough content that creates immediate changes in CAND education and training is the political and legal basis; it is necessary to focus on completing the system of legal standards in the CAND training system.
We need to innovate the law-making work to serve the education and training work in the People's Public Security Forces like the National Assembly, that is, in a streamlined and urgent direction, maybe 1 circular amends many circulars, because some circulars only need to amend a small content" - Deputy Minister Le Quoc Hung emphasized.
The Deputy Minister requested to complete the content of industries and specialties in accordance with reality, promptly respond to new tasks assigned by the Politburo and the Government, especially 5 new fields just assigned; apply IT in teaching, learning, and research activities; propose that the Department of Personnel Organization and the Department of Training provide unified guidance, prioritize the development of electronic applications and electronic textbooks in teaching and learning; apply scientific technology to look up exam scores, manage questions, and check.
We need to apply it immediately so that in the third quarter of 2026, the exam will be conducted on a computer, applied immediately in this entrance exam. Continue the online English teaching and learning model on "digital literacy", designed for officers and soldiers to learn at any time of the day; train English listening, speaking, and writing skills. We set a target of 20-30% of officers being able to use English well, to implement this roadmap, there must be specific and substantive steps" - Deputy Minister Le Quoc Hung requested.
Deputy Minister Le Quoc Hung also emphasized that it is necessary to shift from general fostering to guiding with real profession, proficiency in work; fostering according to title and in-depth; specifically; strongly shift awareness from school training of schools to training and learning right at the unit, learning from small to large tasks, from simple to complex tasks, self-training each other; learning goes hand in hand with practice.
