The Ministry of Public Security has just issued guidelines for the 2025 People's Public Security (CAND) enrollment with new full-time university training levels, CAND intermediate level and secondary school admission for citizens who have graduated from university or higher.
The admission of regular university level students to new public security academies and schools in 2025 will remain basically stable as in 2024. However, there are some adjustments to suit the first high school graduation exam implemented according to the new general education program in 2018; the 2025 university admission regulations of the Ministry of Education and Training and the new organizational structure of the Ministry of Public Security.
Regarding admission methods, in 2025, the Ministry of Public Security will continue to use 3 admission methods, including:
Method 1: Direct admission of excellent students with high prizes in national and international excellent student exams according to current admission regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security;
Method 2: Admission combined with international language certificate with the results of the assessment test of the Ministry of Public Security;
Method 3: Admission combined with high school graduation exam results with assessment exam results of the Ministry of Public Security.
However, this year the Ministry of Public Security has made some adjustments in Method 2 and Method 3.
Accordingly, the adjustment of Method 2 (admission through international language certificate) is in the direction that CAND academies and schools do not directly admit candidates with an international language certificate equivalent to IELTS (Academic) of 7.5 or higher as in previous years but convert it to the equivalent of the candidate's score through an international language certificate (the conversion score will increase gradually corresponding to the candidate's certificate exam results).
Expand admission sources for candidates with an international language certificate combined with the scores of the Ministry of Public Security's Assessment Test, admission conditions require candidates with an IELTS certificate (adem Ac Actic) of 5.5 or higher (equivalent to level B2 according to the European Reference Framework) or another international language certificate of equivalent value;
The academic performance classification for grades 10, 11, 12 is quite good or better; the average score for foreign language in high school years is 7.0 points or more ( the certificate is recognized by the Ministry of Education and Training and does not use the Home Edition version).

In Method 3, the Ministry of Public Security adjusts the 2025 Assessment Test in the direction of updating changes of the Ministry of Education and Training. The reference exam of the Ministry of Public Security's 2025 Appraisal Exam has been published to suit the 2018 General Education Program.
In 2025, the Ministry of Public Security's assessment exam will include 4 exam codes. The total test time is 180 minutes in the form of a writing exam. Candidates choose 1 of the 4 exam codes to take the exam according to their strengths.
The admission score is still the total score of 3 subjects under the CAND school admission complex (accounting for 40%) and the evaluation test score of the Ministry of Public Security is attributed to the 30 -point scale (accounting for 60%) to round up to 2 decimal digits, plus regional priority, priority subjects according to the regulations of the Ministry of Education and Training, and reward points as prescribed by the Ministry of Public Security.
Candidates have met the prequalification conditions, submit applications for admission to the CAND schools, take the evaluation test of the Ministry of Public Security in 2025, register the official admission aspiration to the CAND schools as aspirations 1, ensure the conditions for admission according to the registered complex, the partition of enrollment, ensure the input threshold as prescribed by the Ministry of Education and Training and the regulations of the Ministry of Public Security.
