Implementing the Politburo's policy on building a system of inter-level ethnic boarding schools in border communes, Cao Bang province is urgently implementing the first steps.
This is not only an important educational infrastructure project, but also demonstrates the deep concern of the Party and State for the people in the border areas, opening up opportunities for learning and comprehensive development for the young generation in the border area of the Fatherland.

After the policy was issued, the Phuc Hoa Primary and Secondary Boarding School project was selected as the first project to start construction, expected in September 2025.
The new school was built right in the center of Phuc Hoa commune, less than 1km from Phuc Hoa Secondary School for Ethnic Minorities. The new school is expected to be built on an area of 6 hectares, with 36 classes, 1,260 students, each class has a maximum of 35 students to serve children in the commune and the communes of Be Van Dan, Thach An, Duc Long and Hanh Phuc.
"The total area of land expected to be recovered for the project is 4.56ha, with about 10 households, individuals and organizations affected. The land areas are currently being cultivated by the people for sugarcane and glue. The total cost of site clearance is about 5.58 billion VND" - said a representative of Phuc Hoa commune.
It is appreciated that local people have shown high consensus, after just a short meeting, all households with land in the project area are ready to hand over the site, approving the handover of thousands of square meters of cultivated land to make room for the project.



Mr. Duong Van Lanh, a household in Ban Moi hamlet, shared that although he felt sorry for the land, he was happy because his children in the border area would have a spacious and fully equipped place to study.
On August 23, through the actual records of PV at the existing Phuc Hoa Boarding Secondary School for Ethnic Minorities, it was shown that the school has been operating for more than 20 years, with degraded facilities, many boarding rooms with peeling walls, limited area, and cannot meet the increasing needs of students.
Information from Ms. Trinh Thi Minh Hanh - Principal of the school, staff, teachers and parents are all very excited about having a new, spacious and modern school.
The new school will help students have a better learning environment, practice life skills, and help parents feel secure in leaving their children with them. Teachers themselves, when the school has a new public housing unit, will also help teachers reduce difficulties in managing and caring for students.
Talking with reporters, Mr. Nguyen Huy Hoang - Director of the Cao Bang Provincial Construction Investment Project Management Board - informed: "According to the general policy according to the announcement of the Politburo's conclusion, the funding source for the construction of these schools mainly comes from the central budget and local budget.

For the Phuc Hoa Province Boarding School for Primary and Secondary Schools, the Hanoi People's Committee is proactively seeking support from the Hanoi People's Committee. The estimated cost is about 220 billion VND".
From a management perspective, the Department of Education and Training of Cao Bang province stated that when boarding schools are completed and put into operation, the quality of education will be improved, the problem of teacher shortage will be solved, students will be comprehensively developed in both knowledge and life skills, creating a high-quality human resource for the locality.
This is also an important solution to shorten regional gaps, eliminate hunger and reduce poverty, preserve national cultural identity and strengthen national defense and security in border areas.
