Chairman of Can Tho City People's Committee Truong Canh Tuyen has just informed about the project to Upgrade and Expand National Highway 91 (section from Km0-Km7). Accordingly, the project was approved by the Can Tho City People's Council on December 8, 2023, with a total scale of about 7.04km and a total investment of about VND 7,240.5 billion.
The project passes through Cai Khe ward, Binh Thuy ward and Thoi An Dong ward, with a total of 1,083 organizations, families and individuals affected by the project. Of which, 109 cases have previously received compensation and support from the National Highway 91 Expansion Project (Ben Xe - Tra Noc Intersection).


Currently, the entire political system of the locality is focusing on and making efforts to carry out land acquisition, compensation, support, and resettlement of projects, in order to implement the project in a timely manner; at the same time, it is necessary to ensure the rights and stabilize the lives and production of affected families, individuals, and organizations.
In the process of implementing the work of compensation, support and resettlement for the project, the City Party Committee and the City People's Committee have paid attention to unifying the implementation of support policies to ensure the rights, stabilize the lives and production of users whose land, houses and works have been recovered, and ensure fairness, publicity and transparency.
To quickly implement the project completion on schedule, the City Party Committee and People's Committee of Can Tho City have directed relevant units to urgently carry out the tasks according to the functions and tasks of each unit, focusing on prioritizing the implementation of compensation, support and resettlement work for the project before December 31, 2025.
The City Party Committee and People's Committee of Can Tho City requested organizations, families and individuals affected by the project to agree with the policy of land acquisition for project implementation; coordinate well and promptly with the Project Compensation, Support and Resettlement Council in the measurement and counting process; give opinions on the compensation, support and resettlement plan.


Previously, on December 3, the People's Committee of Can Tho City issued an official dispatch on the compensation, support and resettlement policy for the project to Upgrade and Expand National Highway 91 (Km0-Km7). Accordingly, the City People's Committee directed the implementation of additional support for 109 cases that had previously received compensation and support from the project.
The additional support level is calculated by taking the total compensation and support amount according to the new project minus the total amount received according to the old project (including principal and interest arising). In case the current compensation and support level is determined according to the above regulations and is lower than the previously received level, the compensation and support level will still be received according to the previous level.
Regarding resettlement policies, implemented according to current regulations, including land use fee collection prices when allocating resettlement plots.
Regarding the policy of supporting the value of compensation for land ( perennial land), unify the maximum support level of 90% for cases using original land; maximum of 60% for cases receiving transfer of land use rights from original households.
Can Tho City Land Fund Development Center presides over and coordinates with the People's Committees of relevant wards and investors to review the legal documents for land recovery, compensation, support and resettlement plans of the project that were previously approved to determine the correct subjects and support levels, and approve the compensation, support and resettlement plan for the project.
The Department of Agriculture and Environment is responsible for monitoring, inspecting, and supervising the implementation process, proactively detecting arising issues, supporting, and removing difficulties and obstacles; during the implementation process, difficulties and obstacles arose beyond the authority, promptly reporting and advising the City People's Committee to seek guidance from competent authorities.
