According to the People's Committee of Thai Nguyen province, on June 30, the locality will organize the commencement of the project to invest in the completion of the CT. 07 expressway section Hanoi - Thai Nguyen - Cho Moi according to the public-private partnership (PPP) method with a total investment of about 21,229 billion VND.
The joint venture of Phuong Thanh Transport Investment and Construction Joint Stock Company - Nguyen Minh Infrastructure Development Investment Joint Stock Company - Indel Investment and Development Joint Stock Company is the investor implementing the project.

According to the approved plan, the Hanoi - Thai Nguyen section will be expanded to 6 lanes, roadbed width 34.5m, design speed 100 km/h. The Thai Nguyen - Cho Moi section is invested on a scale of 4 lanes with roadbed width from 22 - 24.75m depending on terrain, design speed 80 - 100 km/h.
The project has a total length of about 99km, of which the Hanoi - Thai Nguyen section is about 59.93km long and the Thai Nguyen - Cho Moi section is about 39.10km long. Construction time is from 2026 to 2029.

Notably, after being fully invested in construction, the Hanoi - Thai Nguyen - Cho Moi expressway will officially start toll collection in early 2028. The toll collection period is about 20.7 years.
Previously, the Hanoi - Thai Nguyen expressway, 64km long, with a total investment of more than 10,000 billion VND from ODA loans and domestic counterpart funds, was opened to traffic in January 2014 after more than 4 years of construction. To date, after more than 12 years of operation, this expressway has not started collecting tolls.


However, the quality of the Hanoi - Thai Nguyen expressway surface is assessed as quite poor after a long period of operation. The road surface is cracked and broken, with many rutting points appearing, affecting the speed of movement and safety of vehicles.
In fact, with increased traffic volume and substandard road surface quality, the Hanoi - Thai Nguyen expressway often has accidents and congestion, especially during holidays.
Meanwhile, the Thai Nguyen - Cho Moi route and the upgrading and expansion of National Highway 3 in BOT form with a total investment of more than 2,746 billion VND, were implemented from 2014. The project was completed and put into operation, from the end of 2017, with a toll collection period of 16.4 years.


The entire route, more than 40km long, is newly built according to delta expressway standards along with some overpasses. However, the traffic volume on the route is very low, currently the investor only earns 2 billion to 2.2 billion VND per month.
Informing PV, a leader of Thai Nguyen - Cho Moi BOT Company said that revenue is very low, only reaching 8.7% compared to the financial plan, because the traffic volume is not as expected.
