There are still problems that need to be resolved
On the morning of March 10, in Dong Ha City (Quang Tri), Deputy Prime Minister Nguyen Chi Dung led a working delegation with leaders of the three provinces of Quang Binh, Quang Tri, and Ha Tinh on the difficulties and obstacles in implementing 5 important expressway projects including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo.
With a total length of 259.16km, a scale of 4 lanes, a roadbed width of 17m, and a total investment of VND 49,206 billion, the projects are being actively implemented but still face some problems with site clearance and issues of supporting people's lives.
According to the report, the progress of the projects basically meets the plan, in which many packages can be completed early. Specifically: Bai Vot - Ham Nghi Expressway reached 73.52% of progress; Ham Nghi - Vung Ang Expressway reached 82.80% of progress; Vung Ang - Bung Expressway reached 85.2% of progress; Bung - Van Ninh Expressway reached 77.77% of progress.
The Van Ninh - Cam Lo expressway alone has reached about 76.5% of the progress, expected to complete the main route by June 30, 2025. The section through Quang Tri province is still stuck with site clearance at 3 overpasses.
At the meeting, leaders of the three provinces made many proposals to overcome the problems. Quang Tri proposed to study and supplement the residential access road along the Van Ninh - Cam Lo expressway; proposed that the Government support 7 billion VND to compensate for the land price difference for resettlement households; there should be a reasonable mechanism to support households affected by the implementation of overpass construction, especially the overpass at the intersection with National Highway 9.
"People living near the construction site of the overpass at the intersection with National Highway 9 are affected, but according to regulations on compensation for this case, there is no compensation. We propose to have a specific mechanism to support these cases" - said the leader of Quang Tri province.
Meanwhile, Quang Binh proposed to review the compensation level to ensure the legitimate rights of people in the project area.
Efforts to complete the expressway on April 30, and open the route on June 30
At the meeting, representatives of the Ministry of Construction, investors, construction units, etc. also answered a number of related issues, accepting proposals and recommendations from provinces where 5 expressway projects pass through. Thereby, research, supplement, and have solutions suitable to reality to remove difficulties to ensure the progress of projects as well as the rights of people living in affected areas.
Speaking at the meeting, Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Construction, investors, and related units to receive proposals and recommendations, promptly remove difficulties and obstacles for projects.
The Deputy Prime Minister noted that progress is accompanied by quality, ensuring processes from supervision to construction, reviewing compensation plans for people appropriately.
For the Van Ninh - Cam Lo expressway, which is still stuck with site clearance at intersections, Quang Tri province has repeatedly committed but has not fulfilled its commitment, so the provincial leaders need to pay attention to: what is promised must be done, what is committed must be done correctly.
Deputy Prime Minister Nguyen Chi Dung agreed with the recommendations of Quang Tri province to request a special mechanism to handle recommendations related to supporting people affected by the construction of intersections and overpasses. However, the support must be reasonable, not contrary to the law, within the framework of permission, not creating hot spots. No later than March 2025, Quang Tri province must complete the problem resolution and hand over the clean site to the construction unit.
Concluding the meeting, the Deputy Prime Minister requested localities not to be subjective, negligent, or cling to the site, and to be determined to achieve the target of completing the 5 expressway projects mentioned above by April 30 so that the route can be opened to traffic by June 30.
