To prolong the progress
According to the investigation, package 3, component project 3, on the Khanh Hoa - Buon Ma Thuot expressway is being constructed by contractor Construction Corporation No. 1 - JSC (abbreviated as CC1).
CC1 is under construction behind schedule with a workload of up to 25.45%, equivalent to VND122.92 billion. Especially the 2km road section, part of package No. 3, the first area of the route from Km112+740 - Km114+740.
In the past, the contractor has been very slow and lacked initiative in the construction and implementation of input materials. The unit also does not have specific measures to speed up the construction progress.

Mr. Nguyen Tai Minh, Deputy Director of the Dak Lak Province Traffic Construction Investment and Rural Development Project Management Board (abbreviated as Dak Lak Province Project Management Board, investor) informed that the unit has repeatedly urged CC1 to remind at meetings and made recordings to inspect the site.
However, the unit has not yet fixed the problem, the construction is very slow, and the human resources on the project are not arranged to meet the progress requirements. Even the machinery, equipment, and materials arranged by the contractor at the construction site have not been guaranteed according to the committed mobilization schedule.
According to Mr. Minh, after checking at the site, the contractor organized the construction teams that were not serious. The contractor also almost did not take overtime or work overtime as committed.
Due to the CC1's prolonged delay in construction progress and lack of initiative in preparing materials... it is easy to increase the risk of overall delay in the expressway project.
Considering changing contractors
In the face of the above situation, the Dak Lak Provincial Project Management Board held a meeting to invite CC1's leaders to a meeting to review the progress and consider transferring the volume as committed.
CC1 has issued a commitment document (2nd time) on speeding up the construction progress. However, the contractor is still behind schedule according to the committed contents.

Through on-site inspection, the implementation value in the last 2 weeks was very low, not guaranteed as committed. Of which, the third week of February 2025 reached 1.5 billion VND (total 7.3 billion VND); the fourth week of February 2025 reached 2.1 billion VND (total 7.3 billion VND).
If CC1 continues to be behind schedule, the investor will consider and propose to transfer the volume according to the commitment. In particular, it is proposed to relocate the entire remaining volume of the 2 km section (belonging to package No. 3 of the first section of the route from Km112+740 - Km114+740).
Mr. Nguyen Tai Minh, Deputy Director of the Dak Lak Provincial Project Management Board, said: "If CC1 continues to be behind schedule, we will report to the Provincial People's Committee for instructions to replace the contractor. Thereby, ensuring the Khanh Hoa - Buon Ma Thuot expressway reaches the finish line according to the set plan".
