On March 7, the Ho Chi Minh City Traffic Construction Investment Project Management Board said that the Ho Chi Minh City - Moc Bai Expressway Project (phase 1) has a total investment of more than VND 19,600 billion, implemented under the BOT (build - operate - transfer) form.
Although only 4 lanes will be built in this phase, site clearance will be carried out on a 6-lane scale to facilitate future expansion.
The expressway is nearly 51km long, the section passing through Ho Chi Minh City is more than 24.7km long, passing through 11 communes including: Phuoc Thanh, Trung Lap Ha, Trung Lap Thuong, Phuoc Hiep, Tan Thanh Tay, Tan Thanh Dong, Nhuan Duc, Phu Hoa Dong, Phuoc Vinh An, Tan An Hoi and Tan Phu Trung.
The total area of affected land is about 182.25 hectares, including 7.65 hectares of residential land, 136.99 hectares of agricultural land, 1.4 hectares of non-residential non-agricultural land and 36.2 hectares of road, canal, ditch, ditch land...
Of the 1,877 affected cases, about 254 households are eligible for resettlement, 178 households have houses on agricultural land and 11 cases have non-agricultural land other than residential land.

The Project Management Board is coordinating with Cu Chi district to carry out the work of setting up markers and assigning boundaries to serve compensation, support and resettlement. The entire project has a total of 3,029 markers, divided into two phases.
As of March 4, the construction unit has completed 1,029 piles in Ho Chi Minh City and 899 piles in Tay Ninh, with a total length of 36km.
The marking will be completed by the end of March, creating a basis for implementing the work of measuring, counting and compensation for site clearance.
It is expected that in March, the Ho Chi Minh City People's Committee will approve component project 3 on compensation, support and resettlement.
By July 2025, the People's Committee of Cu Chi district will issue a detailed compensation plan and pay, reclaiming at least 173.2 hectares of land (accounting for about 95% of the total area requiring site clearance).
According to the plan, by the end of August 2025, the site will be ready for the project to start construction.
It is expected that on September 2, 2025, construction of a residential access road and an overpass across the expressway (using state budget capital) will begin.
In January 2026, construction of the main expressway (phase 1) under a BOT contract began.
To ensure accommodation for 254 households eligible for resettlement and 178 households with houses on agricultural land, the People's Committee of Cu Chi district is reviewing and proposing an investment project to build technical infrastructure for the resettlement area in Pham Van Coi commune.
It is expected that in March 2025, the Ho Chi Minh City People's Committee will approve the investment policy for the resettlement area to complete the infrastructure in time, meeting the general progress of the expressway project.
The Ho Chi Minh City - Moc Bai Expressway is expected to be completed by the end of 2027, helping to increase the capacity of the international transport route connecting Ho Chi Minh City with Cambodia, reducing the load on National Highway 22. This is also the shortest route connecting Ho Chi Minh City with Cambodia through Moc Bai Border Gate.
