According to the general planning project for the capital city, central urban areas are being expanded from the inner city to the western and southern districts.
In the South of Hanoi, Hoang Mai is located entirely within the boundaries of the expanded inner city area, so Hanoi is paying attention to developing its traffic infrastructure.
In particular, the project to build Ring Road 2.5 (section from Dam Hong to National Highway 1A), expand Tam Trinh and Linh Nam roads is considered to be the projects that, when completed, will contribute to changing the traffic landscape in the South of the city.
The Tam Trinh and Linh Nam road expansion projects were approved by Hanoi in 2012 and 2013, respectively. Due to the urgency, Hoang Mai district prioritized the Tam Trinh road expansion project first.
Construction started in 2016 and was expected to be completed after 3 years. However, during the implementation process, difficulties in site clearance caused the project to stagnate.
By 2023, the Hanoi People's Committee adjusted the project implementation period from 2016 to 2026, increasing capital from VND 2,066 billion to VND 3,354 billion.
According to the plan, in 2024, Hoang Mai district will complete the recovery of 54,009 square meters of land, involving 1,590 households and 20 organizations to implement the project.
Currently, Hoang Mai district has handed over 4 locations with clean land to the contractor to implement some project items. After 100% of the land is cleared, the contractor will focus on synchronous construction on the entire route, determined to bring the 3.5km long project to the finish line in 2026.
Regarding the project to upgrade and expand Linh Nam Street, 3.4km long, in August 2024, the Hanoi People's Committee approved the adjustment of the project implementation time according to the planning, to be completed in 2027.
The reason for the adjustment is due to difficulties and problems in site clearance, leading to the project not ensuring progress.
Hoang Mai District People's Committee said that the project's site clearance work is currently being focused on. There are 829 households and 19 organizations in 4 wards, including Mai Dong, Vinh Hung, Linh Nam and Tran Phu, whose land with a total area of 98,300m2 will be recovered to serve the project.
Hoang Mai District strives to start construction of Linh Nam road expansion by June 2025, bringing the project to completion after 2 years.
The Ring Road 2.5 project (Dam Hong - National Highway 1A section) is 2.06km long, with a total investment of more than 1,300 billion VND, invested under the BT (build - transfer) contract form, and is also a key traffic project in Hoang Mai.
The project started in 2014 and has now completed 95% of its volume. However, construction machinery is still "shelved" waiting for the BT contract to be extended, while the Ring Road 2.5 tunnel project, which started in October 2022, is on schedule to be completed in 2025.
Hoang Mai has an area of nearly 41km2, the 4th largest of the 12 inner-city districts. In terms of population, this is the most populous locality in the capital, with more than 700 thousand people.
This makes traffic infrastructure a key issue for the socio-economic development of Hoang Mai district in particular and Hanoi capital in general.
Currently, criteria such as legal corridors and basic capital sources have been relatively fully prepared by Hoang Mai district. This locality is focusing resources to implement projects according to the established plan.
