Currently, the Can Tho City Land Fund Development Center is actively coordinating with relevant units to speed up the relocation of technical infrastructure works, ensuring the progress of the National Highway 91 Upgrade and Expansion Project (section from Km0 - Km7).
The center has requested telecommunications units such as FPT Telecom, Mobifone, VNPT, Viettel, VTVCab... to relocate themselves, without compensation or support for the projects.

For technical infrastructure managed by the armed forces, at Brigade 596, the Center has submitted a compensation file to the People's Committee of Binh Thuy District. However, the District Department of Natural Resources and Environment requested the specialized Department (Department of Information and Communications) to re-evaluate the dossier, in accordance with the Decision of the City People's Committee dated October 11, 2024.
As for Brigade 29, Military Region 9 and Can Tho City Police, the Center will approve the project compensation council to submit to the People's Committees of Binh Thuy and Ninh Kieu districts for approval after receiving all documents.
For water supply and electricity infrastructure, the dossier of Can Tho 2 Water Supply Joint Stock Company in Ninh Kieu District is being appraised by the Department of Construction after being supplemented as required; in Binh Thuy District, the Center has coordinated with the design consulting unit and the reviewer unit to complete the dossier to submit to the Department of Construction.
Regarding the power system (Can Tho City Power Company), the Center has completed the survey and is hiring a relocation design consultant, expected to submit compensation and support funding for approval at the end of March.

However, during the relocation process, there were some difficulties and problems. According to the Decision of the City People's Committee dated October 11, 2024, for the relocation of power line systems, transformer stations, water supply pipelines and other technical infrastructure affected by the projects, it is necessary to base on the status inventory record, hire a consulting unit with legal status to make a relocation plan (technical design - relocation cost estimate), ensure current technical standards, regulations and regulations of the Ministry of specialized management, do not affect the safety of the project, traffic safety, maintenance work and works. The dossier is then sent to the specialized management agency for appraisal and submitted to the competent authority for approval.
In fact, the technical infrastructure works according to the project's relocation plan cannot be completely relocated, because during the relocation process, there are assets and items that cannot be relocated, and new construction and construction must be carried out. Therefore, the Center proposed that the City People's Committee adjust from "movement plan making" to "compensation and relocation plan making" to suit the actual situation.

In addition to the relocation of technical infrastructure works, the Can Tho City Land Fund Development Center is also making efforts to resolve problems, closely coordinating with units to ensure progress in compensation, support, and resettlement for affected cases, contributing to the overall success of the National Highway 91 Upgrade and Expansion Project (Km0 - Km7).
The National Highway 91 Upgrade and Expansion Project (section from Km0 - Km7), Can Tho City is a Group A project, a level 1 road traffic project, with implementation period from 2023 - 2027. The overall goal of the project is to complete the transport infrastructure, striving to build Can Tho into a modern and civilized city, basically becoming an industrial city.
