Can Tho - The project to upgrade and expand National Highway 91 (section from Km0 - Km7), Can Tho City has a total investment of nearly 7,238 billion VND, expected to start construction in the second quarter of 2025.

According to the reporter's records, on the section from Km0 - Km7 of National Highway 91, in Ninh Kieu and Binh Thuy districts, Can Tho city, many locations have degraded. During high tides combined with heavy rain, this section is often heavily flooded.

Currently, Can Tho City is urgently implementing the project to upgrade and expand National Highway 91 (section from Km0 - Km7), with a total investment of nearly 7,238 billion VND.

According to the Can Tho City Construction Investment Project Management Board (project investor), up to now, the Project Management Board has completed the selection and implementation of 5 bidding packages; is continuing to select the bidding package for construction survey consultancy, construction drawing design of the route, the bidding package for construction drawing design of Binh Thuy bridge,...

It is expected that in the second quarter of 2025, the unit will organize the selection of contractors for construction, supervision, construction insurance and start construction of the project.

However, the project is facing many difficulties and problems. Among them, there is no specific land price to calculate compensation; there is no unit price for compensation for crop damage when the State reclaims land.

Currently on Cach Mang Thang 8 Street (National Highway 91), most households using land that has been cut off are located within the road corridor, requiring a lot of time for the archives to extract all records to issue the first land use right certificate.

Due to existing works in use and new constructions of units (related to national defense land) at Km6+789.96, it is impossible to carry out the work of locating and placing boundary stakes for site clearance (GPMB) and it is impossible to deploy the construction of the rainwater drainage system and outlet.

The plan to temporarily relocate the technical infrastructure system according to the design documents must be relocated many times and overlaps and conflicts with project items, not ensuring continuous power supply for households and businesses. Therefore, we are making estimates and plans to relocate the above-ground power system to suit the actual conditions of the current construction.

To resolve difficulties and obstacles, the City Construction Investment Project Management Board has just proposed that the City People's Committee direct relevant agencies to support the City Land Fund Development Center in extracting cadastral records of households, ensuring accuracy when recovering land, compensating, supporting and resettling.

The project investor also recommended that relevant departments, branches, sectors and units promptly issue specific land prices to calculate compensation and support; issue unit prices for compensation for crop damage when the State reclaims land; adjust the location of the culvert Km6+789.96...

According to the report of the City Land Fund Development Center, there are about 994 households, individuals and 84 organizations affected by the project. The total cost of land acquisition is about 5,556 billion VND, the need for resettlement is about 300 plots.

The Project to Upgrade and Expand National Highway 91 (section from Km0 - Km7), Can Tho City is a Group A project, a level 1 road traffic project, with implementation period from 2023 - 2027. The overall goal of the project is to complete the traffic infrastructure, striving to build Can Tho into a modern and civilized city, basically becoming an industrial city.
