On May 16, speaking at the National Online Conference to review the work of ensuring traffic order and safety in the first quarter, directions and tasks for the second quarter of 2025, Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that Hanoi has over 8 million people with about more than 9.2 million vehicles of all kinds combined with more than 1.2 million personal vehicles from other localities traveling every day, causing overload of the city's traffic infrastructure.
In addition, the rate of increase in private vehicles is 4 - 5%/year higher than the rate of development of transport infrastructure by 0.35%/year, along with the awareness of a part of the people being unable to comply with the law, order and traffic safety, which are the main causes of traffic congestion in the city.
To ensure traffic safety and reduce traffic congestion, the city proactively implements investment projects to develop strategic transport infrastructure, to close belt routes and radial national highways; invest in 7 large bridges across the Red River; invest in urban railway lines.
In particular, the Ring Road 4 project will be basically completed in 2026 and put into operation in 2027; the My Dinh - Ba Sao - Bai Dinh route will start construction on August 17.5; Tu Lien bridge will start construction on May 19.5; Tran Hung Dao and Ngoc Hoi bridges will start construction on August 19 and September 2, 2025, respectively.

In the 2025-2030 period, the city will invest in more than 100km of urban railway. In particular, the Nam Thang Long - Tran Hung Dao, Van Cao - Hoa Lac urban railway lines are preparing for investment, striving to start construction in 2025.
In addition, frameworks for transport infrastructure such as National Highway 6, Ring Road 3.5 - Thang Long Avenue intersection, Southern Axis Road, and Northern Ring Road 3 are being urgently deployed according to the required schedule.
In addition to investing in urban railway lines and subsidizing fares for passengers, the city has issued a resolution to deploy low emission zones; approve the project and is converting to buses using electricity and green energy; deploy the public bicycle project; build a policy mechanism to attract investment in developing green means of transport and infrastructure, encourage people to convert from fossil fuel-powered motor vehicles to green, clean means of transport.
Since the beginning of 2025, the city has handled 2/37 points that are frequently congested; adjusted traffic organization at 68 locations; issued 41 notices to adjust traffic organization; handled traffic congestion at 96 school gates in the inner city; reviewed and adjusted all shortcomings in traffic lights and traffic sign system throughout the city.
According to statistics from the Hanoi City Traffic Safety Committee, in the first quarter of 2025, there were 306 traffic accidents in the city, killing 177 people and injuring 199 people.
Compared to the same period in 2024, there were 81 fewer cases (-20,53%), 1 more deaths (+0.57%), and 115 fewer injuries (-36.62%).
