By the morning of October 28, the water level on most rivers in the Central region had peaked, but decreased slowly. The flooding and landslide situation is still complicated. The transportation system of the Central provinces from Quang Tri to Quang Ngai is being severely cut off, many national highways, Ho Chi Minh road and La Son - Hoa Lien expressway have dozens of landslides, deep flooding, causing traffic congestion.
National Highway 1A through the center of Hue city was flooded at 6 points, some sections were flooded up to half a meter deep, causing serious congestion. As of the morning of October 28, this route still has two deeply flooded points at Km825+00 - Km827+00 and Km828+00 - Km828+100, vehicles cannot circulate. Road Management Area II coordinated with Hue City Police to organize remote traffic flow through the Hai Van - La Son - Cam Lo - National Highway 1A tunnel to avoid congestion.
Ho Chi Minh Road under the La Son - Hoa Lien Expressway Upgrade and Expansion Project (Hue - Da Nang) was also flooded at Km12+300 and Km14+00. The authorities have barricaded and instructed vehicles traveling north-south to turn onto National Highway 1A. In contrast, from south to north, turn along National Highway 14B and Hai Van tunnel to continue ( avoiding the Hoa Lien - La Son section).
On the western branch of Ho Chi Minh Road, heavy rain caused serious landslides in many places in Quang Tri, Hue City, Da Nang and Quang Ngai. As of this morning, there are still two major landslides on Km872+170 and Km373+200, in A Roang (Hue City), and one point on Lo Xo Pass (Quang Ngai) is still completely blocked. Vehicles from the Central Highlands to the north are recommended to go to National Highway 19 and National Highway 24 to connect National Highway 1A.
The Truong Son Dong - section through Da Nang and Quang Ngai also had 6 landslides, of which 3 were temporarily opened to traffic. The remaining 3 locations at Km23+940, Km34+930 and Km9+400 (Da Nang) are continuing to be handled due to the large amount of rock and soil spilling onto the road.
In addition, the Ca Da bridge abutment on National Highway 24C (Da Nang) was seriously eroded, temporarily only allowing motorbikes and rudimentary vehicles to circulate. Vehicles from Bac Tra My (old Quang Nam) are guided around National Highway 40B and Tam Ky to connect to Da Nang or Quang Ngai.
The Vietnam Road Administration is directing units to urgently repair and mobilize human resources and means to soon reopen cut roads, while advising people and drivers to proactively change direction from a distance, not going deep into flooded and landslide areas to ensure safety.
