Removing bottlenecks for the 876m road section in Quang Ngai that has been built for more than 10 years without being completed

The Chu Van An road project (section from Hai Ba Trung street to Ngo Sy Lien street, Nghia Lo ward) is 876 m long, but after more than 10 years of implementation, it is still unfinished. Currently, the road is always in a dusty and muddy situation, causing people to be very upset.

Mr. Le Lien (90 years old) residing in Nghia Lo ward angrily said that people's lives are heavily affected when the project is stalled for decades. In the sunny season, dust from the road covers houses; in the rainy season, the road surface is muddy and degraded, making travel very difficult. Moreover, houses are degrading seriously but cannot be repaired because they are in the planning area.

Mr. Bui Duc Thuan, Deputy Director of Quang Ngai Provincial Land Fund Development Center, said that the locality and the investor have agreed on the goal of completing Chu Van An road in 2026. After reviewing and updating compensation costs and construction unit prices, the total investment of the project is expected to increase to more than 492 billion VND, 272 billion VND higher than the initial approved level.

According to Mr. Thuan, one of the key contents proposed is to handle inadequacies in compensation policies. Currently, the Center is waiting for the conclusion and official guidance of the Provincial Inspectorate on the application of the land price adjustment coefficient of 1.86 to serve as a basis for paying compensation and support; and at the same time continue to propagate and mobilize households to receive money and hand over land.

In fact, this is also one of the biggest "bottlenecks" of the project. According to the Inspection Conclusion of the Department of Natural Resources and Environment at the end of 2020, the application of a land price adjustment coefficient of 1.86 to include compensation and career change support is not in accordance with current regulations.

According to the re-determined calculation method, the compensation and support level is only 274,400 VND/m2, which is 172,000 VND/m2 lower than the previously approved plan of 446,400 VND/m2. This difference causes the compensation value to increase by more than 5.7 billion VND; of which nearly 3 billion VND has been paid to 36 households.

Along with the compensation policy, the resettlement problem is also not completely resolved. In 2018 and 2019, functional agencies approved 21 resettlement plots for 17 households. The Chu Van An road project alone has 11 households allocated 15 land plots.

Notably, although many households have received compensation money, they have not yet been allocated land in the field because the infrastructure of the resettlement area is not complete and there is no clean ground... Although the 2024 Land Law has removed obstacles regarding the time to determine the price of land use fees for resettlement, preparing a land fund is still a significant challenge.

Also according to Mr. Bui Duc Thuan, along with speeding up inventory and completing compensation dossiers for the remaining area, cases that have been fully applied policies but still do not comply will be completed dossiers to implement administrative measures according to regulations, including coercion if legal conditions are met.
