Hanoi Department of Construction has just announced the adjustment of traffic organization on Thang Long Avenue and some related roads to serve phase 2 of the Ring Road 3.5 and Thang Long Avenue intersection project. The plan is applied until December 31, 2026 to ensure traffic safety and reduce congestion.
According to the plan, on the right side of Thang Long Avenue, the construction unit will barricade the entire section from Km7+760 to Km8+680. Vehicles traveling on the sidewalk will be diverted to the existing highway to avoid the construction area.
For the right expressway, the section from Km8+220 to Km8+530 continues to narrow 3 m of lane close to the median strip to construct bridge piers as in phase 1.
At the same time, the entire expressway section from Km8+120 to Km8+860 will be barricaded. Vehicles will travel on the temporary road arranged at the median strip to pass through the construction area. Some locations continue to narrow emergency stop lanes to construct drainage systems and highway up and down branches.
In the opposite direction, the left Thang Long Avenue expressway continues to maintain the traffic organization plan of phase 1 at the bridge pier construction locations. In addition, the emergency stop lane is also narrowed to construct the drainage system and branch roads.
On the left side of Thang Long Avenue and Hoang Tung street, the traffic diversion plan of phase 1 is still maintained. Some sidewalk sections are narrowed to construct drainage systems, technical trenches and auxiliary items, but still ensure a minimum width of 4 m for vehicles to circulate.
Throughout the construction area, the maximum speed of vehicles is limited to 60 km/h.
To ensure smooth traffic, the Hanoi Department of Construction requests the Hanoi City Civil Works Construction Investment Project Management Board to fully arrange a system of traffic signs, warning lights, and traffic diversion signs from afar and on the spot; organize 24/24 hour duty forces, coordinate with functional units to regulate traffic and handle traffic congestion promptly if it occurs.
The investor and contractor are responsible for fully implementing measures to ensure labor safety, environmental sanitation and are responsible if incidents occur during construction.
The Hanoi City Traffic Management and Operation Center will adjust the routes of buses passing through the area, and at the same time temporarily recall stops within the construction area to suit the traffic organization plan.
The Department of Construction also requested the Traffic Police Department of Hanoi City Police and the traffic inspectorate force to coordinate in traffic diversion, vehicle guidance, and strictly handle violations.
People and transport units are advised to comply with the system of signs and instructions of functional forces, and at the same time proactively choose a suitable route when traveling through the Thang Long Avenue area during construction.
