Hanoi proposes to extend the pilot program of public bicycles until the end of 2026, expanding the green transport model, connecting public transport.

The Hanoi Department of Construction has just issued a document reporting to the Hanoi People's Committee on the results of piloting public bicycle services in the area, and at the same time proposed to continue to extend the pilot time and expand the model to promote the development of green transportation.

According to the Department of Construction, the public bicycle service piloted by Tri Nam Digital Transport Service Joint Stock Company (under Tri Nam Group Joint Stock Company) from August 24, 2023 to now has shown positive effects. This model contributes to diversifying public passenger transport types, creating more environmentally friendly travel options for people in the Capital.

In addition, the public bicycle system helps increase connectivity with other forms of public transport such as urban railways, buses, thereby improving convenience in travel and encouraging people to use public transport instead of personal vehicles.

According to the assessment of the Department of Construction, this type of transportation also contributes to reorganizing urban traffic space in a civilized direction, reducing greenhouse gas emissions, in line with Hanoi's low-emission area development orientation.

Notably, the entire pilot activity of public bicycle services is implemented with socialized capital from enterprises, without using the State budget, in line with the policy of mobilizing social resources in public transport development of the city.

From the achieved results, the Department of Construction proposed that the Hanoi People's Committee consider and approve the policy of continuing to extend the pilot time of public bicycle services until the end of December 31, 2026.

Regarding the legal and practical basis, the Department of Construction said that it has consulted with the Hanoi City Police and the People's Committees of relevant wards. The agencies basically agreed with the policy of developing public bicycle services, and at the same time proposed to supplement a number of requirements to ensure operation efficiency, traffic safety and urban order.

The Department of Construction also received a proposal from Geleximco Group on piloting the public electric bicycle project in the city. According to the proposal, the testing phase will deploy 20 vehicles; phase 1 will arrange about 2,000 vehicles at 93 stations; phase 2 is expected to expand from July 2026 to 10,000 vehicles at 211 stations.

Through actual surveys of 106 proposed locations, functional agencies determined that 74 locations meet the conditions for deployment, and 32 locations are not suitable. On that basis, in the immediate future, about 1,000 bicycles can be arranged at 74 stations in wards such as Hoan Kiem, Ba Dinh, Tay Ho, Hai Ba Trung, Dong Da.

From the above contents, the Hanoi Department of Construction proposed that the Hanoi People's Committee approve the extension of the pilot public bicycle service of Tri Nam Digital Transport Service Joint Stock Company until the end of 2026, and at the same time allow the expansion of service development according to the proposed roadmap; in parallel with that, consider allowing Geleximco Group to pilot the public electric bicycle model in the area.
