On December 31, 2025, the Government issued Decree No. 357/2025/ND-CP on building and managing information systems and databases on housing and the real estate market, effective from March 1, 2026.
Decree No. 357/2025/ND-CP has section II regulating the contents of electronic identification codes (IDs), ID accounts.
In which, from Article 8 to Article 12, the e-codes are specified, including: e-codes for real estate products that are houses; e-codes for real estate products that are part of the construction floor area in construction works; e-codes of apartment building management and operation units; e-codes of real estate brokerage practice certificates; e-codes of individuals entitled to housing support policies.
The ID code of real estate products that are houses is specified in Appendix I issued with this Decree, including information field groups: Land plot identification code; project and construction information code; location identification code (if any); natural character sequence.
The ID code of a real estate product, which is a house, is automatically created on the information system, database on housing and the real estate market, and the Department of Construction shall attach the ID code information of a real estate product, which is a house, to housing development projects in the area at the same time as issuing a document notifying that housing is eligible to sell houses formed in the future.
The ID code of a real estate product is the floor area of a construction project specified in Appendix I issued with this Decree, including information field groups: land plot identification code; project and construction information code; location identification code (if any); natural character sequence.
The DĐT code of a real estate product is the area of the construction floor in a construction project that is automatically created on the information system, database on housing and the real estate market.
The Department of Construction shall attach the identification code information, which is the construction floor area in the construction project, to the construction floor area in the construction project in the area at the same time as issuing the appraisal results of the investment feasibility study report.
Article 11 stipulates the e-ID card code of the real estate brokerage practice certificate, which is detailed in Appendix I issued with this Decree, including the following information fields: Province/city code; personal identification number/foreigner identification number; natural character sequence showing the date, month, year of certificate issuance; certificate serial number; revoked (if any).
The e-code of the real estate brokerage practice certificate is automatically created on the information system, database on housing and the real estate market, and the Department of Construction applies the e-code of the real estate brokerage practice certificate to the information of the real estate broker immediately after the Department of Construction approves the list of individuals granted the certificate.
Article 12 stipulates the ID card code of individuals entitled to housing support policies, which is detailed in Appendix I issued together with this Decree, including the information fields: Personal identification number; natural character sequence showing the group of beneficiaries and the housing support policy program.
The ID card code of individuals benefiting from housing support policies is automatically created on the information system, database on housing and the real estate market.
