Hanoi launches project connecting 2 belt roads, capital of 370 billion VND

Hanoi - Hoang Mai District is preparing to build a road connecting Ring Road 2.5 to Ring Road 3, about 2km long, with an investment capital of 370 billion VND.

According to Lao Dong's investigation, the Hoang Mai District Construction Investment Project Management Board (Hanoi) is selecting a contractor to implement the Minh Khai - Vinh Tuy - Yen Duyen Road Construction Project connecting from Ring Road 2.5 to Ring Road 3.

The project has a total investment of about 370 billion VND, using Hoang Mai district budget capital.

Accordingly, Construction Package No. 7 is worth more than 215 billion VND, the contract implementation period is 360 days, the contractor is selected by open bidding, bid opening on November 25, 2024.

Previously, in October 2023, the Hanoi People's Committee approved the investment project to build the Minh Khai - Vinh Tuy - Yen Duyen route connecting from Ring Road 2.5 to Ring Road 3 (Hoang Mai District).

The project is about 2km long, starting at the intersection of Ring Road 2.5 and ending at the intersection of Ring Road 3, passing through the wards of Yen So, Tran Phu, Linh Nam, Vinh Hung and Hoang Van Thu.

The project is invested in construction with the aim of completing the traffic infrastructure system according to the approved planning, creating a connecting axis for roads and urban areas in the area to ensure aesthetics, help reduce traffic congestion, and contribute to promoting the socio-economic development of Hoang Mai district.

Hanoi People's Committee assigned Hoang Mai District People's Committee to be the project investor; the investor representative is Hoang Mai District Construction Investment Project Management Board.

According to the People's Committee of Hoang Mai district, the total area expected to be recovered for project implementation is about 64,849m2 (the specific area is determined during the process of determining boundaries when carrying out site clearance).

Currently, the People's Committee of Hoang Mai District has directed the District Construction Investment Project Management Board to coordinate with the People's Committees of wards to conduct surveys, measure and create maps of current land use status as a basis for land recovery and to develop plans for compensation, support and resettlement (if any). Carry out declarations and organize investigations of current status, verify the declared contents.

Hoang Mai District also assigned the wards to coordinate with the organization in charge of compensation and site clearance in providing cadastral records, measuring and surveying the current status of land in the land acquisition area, making a list of acquired land plots, users, and land use purposes.

Coordinate with the organization in charge of compensation and site clearance to conduct investigation, survey, measurement, determination of land area, statistics of houses and other assets attached to land to develop compensation, support and resettlement plans.

Regarding the relocation plan, after the People's Committee of Hoang Mai district issues a Decision approving the compensation and support plan according to regulations, organizations and individuals will carry out the relocation and hand over the site within the time limit stated in the Decision approving the compensation and support plan. Expected to be completed in the first quarter of 2025.
