Hanoi - Thanh Tri District will organize compulsory land recovery in cases of non-compliance with handing over land to expand National Highway 1A according to regulations.

The project to renovate and upgrade National Highway 1A, Van Dien - Ngoc Hoi section (Km185-Km189, Thanh Tri district) was approved by the Hanoi People's Committee in July 2010 with a total investment of nearly 888 billion VND.

According to the plan, the project is 3.8km long, passing through 4 communes: Tu Hiep, Ngu Hiep, Ngoc Hoi and Lien Ninh. The cross-section will be expanded to 46-56m, meeting the needs of 8-10 lanes.

The project started site clearance work in 2010. In 2012 and 2013, Thanh Tri District People's Committee handed over the site to the Hanoi Traffic Construction Investment Project Management Board with an area of ​​92,674m2. This area has been completed and put into use.

The remaining area is about 93,072m2 of land, corresponding to 806 land and construction projects on land of 806 households, individuals and organizations.

According to the People's Committee of Thanh Tri district, the project implementation process lasted for many years (since 2016), due to difficulties in determining the origin of the land, incomplete updates in the management of cadastral records for all land along National Highway 1A in communes, and complicated land use origins of households and individuals.

Up to now, Thanh Tri district has approved all 806 plans of households, individuals, organizations and institutions to pay compensation and support according to regulations. Of these, 718 cases have received compensation, support and handed over the site.

There are 88 cases that have not received compensation, support and land handover yet. Thanh Tri District People's Committee has developed a plan to organize compulsory land recovery for the above cases according to regulations.

Chairman of Thanh Tri District People's Committee Nguyen Xuan Phong said that National Highway 1A is a key traffic route, the lifeline of Thanh Tri District and Hanoi City.

The completion of the project contributes to synchronously connecting the city's traffic system with the southern provinces and cities, contributing to the socio-economic development of the southern key region of the capital in general and Thanh Tri district in particular.

In early 2023, the Hanoi People's Committee approved the adjustment of the implementation time of the project to renovate and upgrade National Highway 1A, Van Dien - Ngoc Hoi section (Km185 - Km189), accordingly, the project implementation time will only be carried out until the end of 2024.

According to the leader of Thanh Tri District People's Committee, the site clearance for the National Highway 1A expansion project is carried out by the locality in the spirit of benefiting the people but ensuring resoluteness and effectiveness. Administrative measures (coercion) are the last resort for households that do not comply with the handover of the site.

Thanh Tri district aims to complete site clearance in 2024 to complete the project to expand National Highway 1A, Van Dien - Ngoc Hoi section, after many years of delay.
