At the end of 2023, the Hanoi People's Committee issued Decision 6565/QD-UBND on approving the project to upgrade and expand National Highway 1A (phase 2) from Km191+700 to Km193+300 (Thuong Tin district).
The construction project in phase 2 has a length of 1.6km, designed with 1/2 cross-section according to the plan, from 11m to 30m wide.

According to the People's Committee of Thuong Tin district, through surveys, measurements, inventories, and counts, the land area to be recovered and cleared for project implementation is 18,503.7m2, of which Thuong Tin town has 14,353.9m2 and Ha Hoi commune has 1,573.6m2, while non-agricultural land is managed by 8 agencies and organizations 2,576.2m2.
Up to now, Thuong Tin district has issued a notice of land acquisition, mobilizing 8 agencies and 12 families to coordinate in site clearance, receiving compensation, support and handing over the construction site of the first section of the road.
However, according to the propaganda and mobilization process according to regulations, there are still 4 households on the first section of the road with non-agricultural land that have not received compensation, support and handed over the site.

For 4 households that have not yet handed over the site, on March 6, 2025, the People's Committee of Thuong Tin district issued decisions No. 813-816/QD-UBND on compulsory recovery of non-agricultural land from households at the end of March 2025 to implement the project.
According to the plan, the project will start construction in the first quarter of 2025. The completed project aims to synchronously develop the transportation system to serve the travel needs of the people, helping to reduce traffic congestion, contributing to the socio-economic development of the locality.
In 2019, the People's Committee of Thuong Tin district implemented the provincial road project 427 in the direction of a new route 1,570m long (from Thuong Tin High School to Khe Hoi intersection) passing through Ha Hoi commune, connecting with Thuong Tin town through Duong Truc Nguyen overpass.
Up to now, the section of the route, over 1,300m long through Ha Hoi commune, has basically completed all items.

However, currently, some households in Thuong Tin town have residential land and assets on the land, which still causes difficulties for site clearance. In particular, Mr. D.T.H's household at the beginning of the route (owned 80m2 of residential land and 10.3m2 of non-agricultural land) has received compensation, support and resettlement but has not yet handed over the site for many months.
Although the District People's Committee has actively promoted and mobilized households to coordinate in implementing land acquisition to avoid having to enforce land recovery, up to now, Mr. D.T.H's family has not cooperated, causing difficulties in the project implementation process.
The People's Committee of Thuong Tin district said that it has assigned the Land Fund Development Center and the Department of Agriculture and Environment to coordinate with the People's Committee of Thuong Tin town to review all records of the inventory of assets and land related to land acquisition in the case of Mr. D.T.H's family to have a basis to resolve the petition.

In case the review shows that it is necessary to add missing construction items when counting to serve as a basis for compensation and support according to regulations, the District People's Committee will implement. If the inventory of assets and land has been fully implemented according to reality, the People's Committee of the district will carry out compulsory land recovery according to regulations.
In order to prevent further delays in the project and at the same time review the property inventory records on Mr. D.T.H's family's land, on March 6, the People's Committee of Thuong Tin district issued Decision No. 817/QD-UBND on the compulsory recovery of land of Mr. D.T.H's family.
The enforcement is expected to take place on March 25 to create a site for the contractor to carry out construction and soon open the road.
