The project to upgrade and expand Linh Nam road was approved by the Hanoi People's Committee in 2013.
The project is about 3.4km long, starting at Tam Trinh intersection and ending at Nguyen Khoi dike intersection. Part of the route (from Vinh Hung intersection to Nguyen Khoi dike) is the section of Hanoi Ring Road 2.5.
According to the plan, Linh Nam road will be expanded on the basis of the existing road, with 2 sections with cross-sections of 22.5m and 40m respectively.
By August 2024, the Hanoi People's Committee had approved an adjustment to the implementation time of the project to upgrade and expand Linh Nam road according to the plan, to be completed in 2027.
The reason for the adjustment is due to difficulties and obstacles in site clearance (GPMB), leading to the project not ensuring progress.

In Vinh Hung ward, the locality with the largest volume of land acquisition in the Linh Nam road expansion project, the government has reclaimed 26,544m2 of land from 323 households and 3 organizations.
To date, 149 households have announced land reclamation (of which 62 households have signed investigation records and technical records, 52 households have signed investigation records but have not signed technical records and 35 households have not coordinated with the investigation). For households that have not coordinated to investigate, one side of the ward continues to mobilize, the other side reports to the district for direction.
Currently, there are about 100 households with agricultural land that have not yet provided documents and records related to land origin, but some cases still request compensation for 100% of land and construction prices according to residential land prices.
At the dialogue, households still have many concerns related to compensation prices and resettlement policies.

For Linh Nam ward, up to this point, the GPMB working group has measured and counted 144 cases, while 22 cases have not yet issued land reclamation notices.
According to the People's Committee of Linh Nam Ward, most of the above cases are due to the people whose names are on the land use right certificate not living in the area, even having died, and their children and grandchildren living abroad, making it difficult to contact and collect the landlord.

For Tran Phu ward, the recovered land area is over 18,000m2, involving 151 households and 4 organizations. This is a locality that is facing many difficulties in land acquisition because people think that the land compensation price is too low compared to the current transactions on the market.
Within the land acquisition boundary on Linh Nam road, from the road to Tay Tra street to Linh Nam ward boundary, there are 93 households.
Due to the policy in 1991, at that time, Viet Trung Cooperative drew lots and divided land to 93 households, 20 households were meritorious families, so they were granted land use right certificates first (field 5m), the remaining 73 households (field 4m) have not yet been granted land use right certificates for many reasons. This leads to a difference in compensation prices, causing great disadvantages for people.
Households here have suggested that the city have a special mechanism for land that has not been granted a certificate of long-term residential land use rights due to past shortcomings.
For the remaining land area outside the project boundary, people requested the government to issue a certificate of long-term residential land use rights and build housing.
According to the People's Committee of Hoang Mai District, the Linh Nam road project is a project to celebrate the 5th Hoang Mai District Party Congress (2025-2030). This locality strives to complete the site clearance work in the first quarter of 2025 and start the project in June 2025.
