According to the Decision, the Steering Committee includes: Mr. Tran Sy Thanh, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee to hold the position of Head of the Committee; Deputy Head of the Committee is Mr. Truong Viet Dung, member of the City Party Committee, Vice Chairman of the City People's Committee.
The Steering Committee also has 27 members who are Directors (Heads) of departments, branches and sectors of the City and invited 20 experts and leading scientists from universities, research institutes, corporations, enterprises and consulting organizations to participate.
The function of the Steering Committee is to advise and coordinate inter-sectoral areas to support the City People's Committee in implementing unified and synchronous strategies, policies and solutions in the fields of: science, technology development, innovation, digital transformation, administrative reform and implementation of Project 06.
The Steering Committee is responsible for advising and proposing to the City People's Committee and the Chairman of the City People's Committee on directions, tasks, and key solutions in the above areas. At the same time, propose policies, plans, projects; give opinions on related contents before submitting to the City People's Committee and the Chairman of the City People's Committee.
In addition, the Board plays a coordinating role in ensuring unity and synchronization between agencies and units; monitoring, urging, inspecting and summarizing the implementation of assigned tasks; performing other tasks according to assigned tasks.
At the same time, 3 Working Groups were established: Working Group on science, technology, innovation and digital transformation development; Working Group on project 06 and administrative procedure reform; Working Group on administrative reform.
Members of the Steering Committee and Working Groups work in concurrent positions and enjoy the regime according to regulations. The City People's Committee assigned the Department of Science and Technology as the standing agency of the Steering Committee; the City People's Committee Office as the general unit for synthesis, monitoring, and urging.
Departments, branches, sectors, People's Committees of communes and wards are responsible for periodically reporting the implementation results to the Department of Science and Technology, and at the same time sending them to the Office of the City People's Committee.
This Decision takes effect from the date of signing and replaces Decision No. 605/QD-UBND dated January 30, 2024 of the City People's Committee.
