On July 22, the Office of the Hanoi People's Committee issued Notice No. 459/TB-VP on the conclusion of Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen at the meeting to listen to the report reviewing the progress of the implementation of the City People's Committee's instructions related to the conversion of "green" means of transport in the area.
After listening to reports from the units, Vice Chairman Nguyen Manh Quyen emphasized that converting to "green" means of transport is an urgent task, which needs to be implemented drastically and urgently in accordance with the direction of the Government, People's Council and People's Committee of the City.
The Vice Chairman assigned the Department of Construction to review relevant regulations and legal standards; coordinate with the Department of Industry and Trade to unify standards and regulations for charging stations and poles for electric vehicles.
At the same time, coordinate with the Department of Planning and Architecture, the Department of Industry and Trade, the Department of Agriculture and Environment and the People's Committees of communes and wards to update the planning, arrange land funds to build stations, charging stations at bus stations, parking lots, rest stops and public areas.
The Department of Construction is also assigned the task of developing a "Project to convert fossil fuel-powered motor vehicles to clean energy, green energy"; effectively implementing Plan No. 149/KH-UBND dated May 28, 2025 with the goal of achieving 100% of buses using electricity or green energy by 2030.
The Department needs to develop economic - technical norms and unit prices for public passenger transport by electric bus, and submit them to the City People's Committee for promulgation in 2025. Along with that is the study of organizing mini bus routes, using electric vehicles in Ring Road 1, serving the travel needs of people and tourists.
The Vice Chairman also assigned the Department of Construction to coordinate with the Department of Justice and related units to develop policies to support businesses in production and infrastructure development for vehicles using clean energy;
Support people to switch from gasoline-powered vehicles to clean energy vehicles or switch to public transport. The report must be completed in August 2025, as a basis for submission to the City People's Council before September 30, 2025.
Regarding financial resources, the Department of Finance is assigned to coordinate with the Department of Construction, the City Development Investment Fund, the State Bank of Vietnam, Region 1 branch and related units to develop lending processes and procedures to help transportation businesses and "green" vehicle infrastructure easily access capital.
Departments, branches and People's Committees of communes and wards are required to step up propaganda to people and businesses, creating consensus in implementing the "green" traffic conversion plan.
The Department of Construction - the unit of the Head of the Working Group under Decision No. 3763/QD-UBND dated July 14, 2025 - continues to synthesize problems, advise and propose the City People's Committee to have a timely handling direction.
