Previously, on August 22, 2025, the Department of Construction issued Document No. 11097/SXD-KCHTGT to communes and wards requesting urgent arrangement of human resources and locations to arrange vehicles for celebrations, parades and parades.
According to Official Dispatch No. 11279/SXD-KCHTGT signed by Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Construction, there are currently 18 communes and wards submitting reports on the results of reviewing parking lot locations including: Bo De, Bach Mai, Hai Ba Trung, O Cho Dua, Ba Dinh, Cua Nam, Dai Mo, Giang Vo, Khuong Dinh, Kien Hung, Lang, Ngoc Ha, Tay Ho, Yen Hoa, Yen So, Vinh Thanh, Tuong Mai and Ba Vi, the Department of Construction requested the People's Committees of communes and wards to send information to review and arrange forces at locations for guidance and arrangement. At the same time, continue to add more points to meet the parking needs of people coming to watch the preliminary inspections, rehearsals and official ceremonies.
The Department of Construction also emphasized that vehicle parking units in the area must perform free parking during the preliminary and final approval period and officially organize the parade and parade. Units that are slow to implement or do not implement will be reported to the City People's Committee for corrective measures.
The arrangement of parking lots and free parking are considered an important solution to ensure traffic order and safety, facilitate people to attend and contribute to the success of the festival.
Previously, at the first training session (August 21), many people reported that there were no parking spaces, and bus companies increased prices strongly, causing public outrage. The Hanoi Department of Construction has also promptly requested localities to rectify and review headquarters of agencies and public areas (especially the premises of educational institutions, office buildings, etc.) to arrange as places to gather people's vehicles.
