According to information from the Hanoi Traffic Construction Investment Project Management Board, the Tu Lien Bridge Construction Investment Project and the approach roads at both ends of the bridge (from Nghi Tam intersection to Truong Sa intersection) are in the process of inviting international bids, expected to sign a contract with the general contractor for construction (EPC) and supervision consultants on May 18, 2025.
The project was approved by the Hanoi People's Committee in Decision No. 1850 dated April 1, 2025. The total preliminary investment of the project is VND 20,171 billion, implemented in the period of 2025 - 2027.

The project starts at the intersection with Nghi Tam Street, Tay Ho District; the end point is at the intersection with TC13 Axis, Dong Anh District with a total length of about 5.15km.
Tu Lien Bridge is a special-grade project, the road at the head of the bridge is the main urban axis. The cross-section of the road is divided into 2 sections.




The cross-section of Tu Lien Bridge is 43-44m, including 6 lanes for motor vehicles and mixed, separated lanes, sidewalks...
The southern road has a 48 -meter cross -sectional section including the middle bridge, a parallel urban gathering road and sidewalks on both sides of the route. The northern road has a 60m cross -section, which has been determined in the plan, the location of the route connecting Tu Lien Bridge to the new highway 3, the 1/500 ratio has been approved earlier.
The main intersection of the two ends of the bridge with the axes along the Red River TC5 and TC13 is the intersection different. The intersection of the leading road with Nghi Tam road is a different junction (the leading road in Tu Lien bridge is high in combination with Xuyen Island at the intersection and the bridge connecting the layout between Nghi Tam dike), the collection road is equal to the existing dike road.


On April 18, 2025, the Hanoi Department of Agriculture and Environment chaired and coordinated with the investor to complete the handover of site clearance boundaries to relevant localities and units.
The Project Management Board issued an international EPC bidding documents on April 11, expected on May 16, after 35 days of preparation, the bidding will be closed; on May 18, the assessment report, appraisal, approval of the selection results and signing of the contract with the EPC general contractor will be completed.
According to the Hanoi Traffic Construction Investment Project Management Board, the progress of site handover has basically met the requirements for the project's commencement.
The Northern Maritime and Inland Waterways Sub-Department has approved the plan to ensure waterway traffic safety during the construction of the Red River and Duong River overpasses.
