The project of connecting Provincial Road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa Commune (Kien Thuy District, Hai Phong) invested by Kien Thuy District People's Committee, started construction in May 2020, on the 65th anniversary of Hai Phong City Liberation.
The project has a total investment of more than 924 billion VND from the city budget. The construction scale is 14.8km of grade III road, with a roadbed width of 22m with 4 lanes for motor vehicles and 2 lanes for rudimentary vehicles. The starting point of the route intersects with provincial road 354, the end point intersects with the coastal road (km7 + 150) in Doan Xa commune, Kien Thuy district.
The route is expected to connect inter-regions, creating conditions for Kien Thuy and An Lao districts to promote local potentials and strengths, promoting socio-economic development of Kien Thuy and An Lao districts and neighboring localities.
With the construction of the coastal road connection, Kien Thuy Industrial Park and Provincial Road 354 play a particularly important role in the socio-economic development plan of Kien Thuy district, An Lao district and neighboring areas. This is the new traffic gateway of the district and the city, a highlight connecting the freight transport between the southern area of the city with Lach Huyen port and the coastal provinces; is the basis and condition to attract businesses to invest in industrial parks and clusters of Kien Thuy district...
Regarding construction, 4 contractors are constructing organic excavation items, sand filling to raise the roadbed, sand filling to treat weak soil... and constructing bridge and culvert items along the entire route, with progress reaching over 66.5% of the project. Of which, the bridge item is 100% completed, 55/58 cross-road culverts are completed, some roadbed sections have been loaded, and the roadbed construction is expected to be completed in June 2025.
Proposal to delay the finish line to 2025
According to the Kien Thuy District Construction Investment Project Management Board, with the current progress, it is expected that by the end of 2024, the project will not be completed and put into use.
The reason is that in 2024, unusual weather conditions affected the progress of the project. In particular, Typhoon Yagi caused flooding for many days, high water levels led to a delay in draining the soil layer in the loading category to treat weak soil. The storm also caused landslides at some culvert locations, so the contractors had to spend more time to re-process.
In addition to the above reasons, according to the Project Management Board, the total investment estimate and bid price made from 2019 to present are not consistent with the actual situation due to the sudden increase in material prices (main materials increased by 1.5 to 2 times). Not to mention, the scarcity of materials has slowed down the construction progress.
"Given the current situation, the district also proposed that the Hai Phong City People's Committee allow the locality to adjust the project implementation time to 2025. The investor is continuing to urge and direct the progress, taking advantage of favorable weather to focus on compensating for the progress, striving to complete the items by the beginning of the third quarter of 2025, putting the road into use" - said a representative of the Kien Thuy District Construction Investment Project Management Board.
Another key transport project, the investment project to build a road connecting the coastal road to Van Bun intersection (Do Son district), is also behind schedule, expected to be completed and put into use by May 2025 at the earliest. The People's Committee of Do Son district has sent a document requesting the People's Committee of Hai Phong city to allow the adjustment of the project implementation time to the end of 2025; directing competent authorities to support the locality in completing necessary procedures to speed up the project's progress.
