On December 26, Thai Binh Provincial Police said that recently, the Traffic and Order Police Team - Thai Thuy District Police had administratively sanctioned the driver of a truck for transporting loose goods and construction materials that were dropped on the road, endangering traffic participants.
This is one of the cases of handling violations by "cold fines" after the Traffic Police force received videos and images provided by the people.
Previously, at around 4:20 p.m. on December 17, on National Highway 39, in Duong Hong Thuy commune (Thai Thuy district, Thai Binh province), a truck with license plate number 17C-18737 driven by Mr. T.V.D (born in 1988, residing in Son Ha commune, Thai Thuy district) was transporting loose goods and construction materials that could easily fall out, with a roof and tarpaulin covering them but still letting them fall out.
The above violation was recorded by passersby, and photos were sent to the Zalo page "Thai Binh Provincial Police".

Immediately after receiving information about the video and images of the above violation, the Traffic and Order Police Team - Thai Thuy District Police verified, clarified and invited the driver to the District Police headquarters to work.
Accordingly, driver T.V.D was administratively fined 3 million VND for the violation of "carrying loose goods, construction materials that are easy to fall with a roof or tarpaulin but still let them fall" as prescribed in Point b, Clause 2, Article 20, Decree 100/2019/ND-CP of the Government.
