On July 11, the Traffic Management and Maintenance Board of the Department of Construction of Quang Tri province said that the Dong Ha city eastern bypass project (now Dong Ha ward and Nam Dong Ha ward), Quang Tri province is at risk of continuing to be behind schedule.
The above bypass project is implemented from the intersection of National Highway 1A in Phong Binh commune (old) to the end point of the intersection with National Highway 9 in Gio Quang commune (old) with a length of about 13.31km, the scale of a level III plain road, designed speed of 80km/h.
The project has a total investment of 400 billion VND, including compensation and site clearance costs of more than 63 billion VND, construction costs of more than 285.8 billion VND, invested by the Department of Construction of Quang Tri province.
The project started on January 6, 2024, with a completion date of December 31, 2024, but was later extended to September 2025. However, despite many dialogues and campaigns, the route still has about 1.3km that cannot be handed over.
Mr. Hoang Anh Quang - Director of the Traffic Maintenance Management Board said that the major bottlenecks are located at the National Highway 1 intersection through Phong Binh commune (old), DT.575A intersection in Gio My commune (old) and the section through Gio Quang commune (old) - the above communes have now merged into Gio Linh commune, Quang Tri province.
"We request that the locality quickly remove obstacles in site clearance, build resettlement areas to hand over clean land to the construction unit, ensuring the progress of the project" - Mr. Hoang Anh Quang said.
Research shows that in Phong Binh commune (old), many households have received compensation since April 2025 but have not yet relocated because the resettlement area has not been completed. Some other households built houses on agricultural land, although supported with up to 80% of the project value, continued to petition for compensation like residential land. Some households with crops and architectural objects have not yet agreed on compensation prices.
In Gio My commune (old), the same situation, 3 resettlement households have received money but cannot hand over because the resettlement area has not been marked and infrastructure has not been built. Some households have proposed to be compensated for land changes, but the land compensation plan is currently stuck with regulations on planning and unit prices, and cannot be implemented yet...
The 1km section through Gio Quang commune (old) continues to be a hot spot when 5/9 households in Truc Lam village have not yet accepted the compensation plan. In particular, Mr. Hoang La Thang's household has repeatedly protested the results of verifying the origin of the land and the unit price for compensation for graves and trees. Although the authorities have provided an additional 50 million VND and continuous dialogues, this household has not yet handed over the site. The area still has dozens of graves that need to be relocated, many of which have requested additional spiritual support.
As of the end of June, the construction volume of the new roadbed has reached about 77%, the asphalt concrete road surface is only over 40% complete of the route length. The disbursement capital accumulation reached more than 68% of the total investment, but the progress is being seriously threatened if the site clearance problem is not promptly resolved.
In this situation, the Department of Construction has proposed that the People's Committee of Quang Tri province direct Gio Linh commune to complete site clearance in July 2025, while speeding up the completion of the resettlement area, and soon have a specific plan for cases of land exchange, cemeteries and works on agricultural land. If not handled completely, the project is unlikely to avoid the risk of further delays, greatly affecting the goal of reducing traffic congestion and ensuring safety for urban residents.
