On December 3, the People's Committee of Quang Tri province said that after many years without capital, the investment project to build National Highway 15 is completing procedures to begin construction.
National Highway 15D is a road connecting My Thuy Seaport (Hai Lang district) to La Lay International Border Gate (Dakrong district) identified by the Prime Minister in the National Road Network Planning for the period 2021-2030, with a vision to 2050. This national highway is about 92km long (divided into 5 sections), with a scale of level III - IV road (2 - 4 lanes).
In 2010, Quang Tri province approved the above project and assigned the Quang Tri Department of Transport as the project investor, but due to difficulties in capital sources, the project has not been implemented.
In mid-October 2024, General Secretary To Lam visited and worked in Quang Tri province. Based on the proposal of Quang Tri province, the General Secretary directed the Government, ministries, departments and central agencies to study and support Quang Tri province to remove bottlenecks and difficulties to continue development. In particular, priority is given to completing National Highway 15 connecting My Thuy seaport to La Lay International Border Gate.
Following this direction, the Ministry of Transport had a working session with the leaders of Quang Tri province and agreed to deploy work to soon complete the national highway.
For the 14km-long section 1 from My Thuy seaport to National Highway 1, the Ministry of Transport requested Quang Tri province to coordinate with the Vietnam Road Administration and relevant units to complete procedures to upgrade this section to a national highway; report to competent authorities to allocate capital in the medium-term public investment plan for the 2026-2030 period to invest in expanding the route.
Section 2 from National Highway 1 to Cam Lo - La Son Expressway (about 8km), the Ministry of Transport agreed to report to competent authorities for consideration and arrangement of increased revenue in 2024 for construction investment.
Section 3 from Cam Lo - La Son Expressway to Ho Chi Minh Road West Branch (about 34km long), the Ministry of Transport requested Quang Tri province to soon complete the pre-feasibility study for implementation.
Section 4, approximately 24km long, which coincides with the West branch of Ho Chi Minh Road, will remain in its current state. Section 5, from the West branch of Ho Chi Minh Road to La Lay International Border Gate, has been assigned to the Vietnam Road Administration to prepare a report proposing the project investment policy, as a basis for reporting to competent authorities to allocate capital for implementation in the 2026-2030 period.
According to Mr. Ha Sy Dong - Acting Chairman of the People's Committee of Quang Tri province, Quang Tri province has asked the Government to allocate 900 billion VND from the surplus revenue in 2024 to invest in the construction of section 2 of National Highway 15D. At the 46th meeting of the Standing Committee of the Quang Tri Provincial People's Council held on December 2, it was agreed to submit to the 28th session of the Provincial People's Council a Resolution approving the investment policy of the National Highway 15D project from National Highway 1 to the Cam Lo - La Son Expressway.
“Quang Tri province is coordinating with relevant units to complete the procedures for implementing the construction of the 8km-long National Highway 15D section from National Highway 1 to the Cam Lo - La Son Expressway in 2025 and complete it within the year. This section of road is extremely important. When completed and put into operation, it will increase its attractiveness and facilitate investment attraction, and soon connect the entire National Highway 15D. From there, the My Thuy - La Lay corridor will soon be formed, a strategic and important corridor, connecting the region with the provinces of Southern Laos, Thailand and the vertical axes of the country,” said Mr. Ha Sy Dong.
