The Ministry of Construction has just sent a document to the People's Committees of Hanoi and Hai Phong cities; People's Committees of provinces and centrally-run cities with airports on proactively preventing, detecting, preventing and strictly handling acts of using unmanned aerial vehicles threatening security and safety of flight operations.
Accordingly, in order to proactively prevent, detect, prevent and strictly handle violations, absolutely ensure security and safety of civil aviation activities, the Ministry of Construction proposes that the People's Committees of provinces and cities coordinate to direct functional agencies and local authorities to strengthen the strict implementation of the Law on People's Air Defense, Decree No. 288/2025/ND-CP dated November 5, 2025 of the Government and guiding documents on the management of unmanned aerial vehicles and other aircraft.
At the same time, promptly report to the Ministry of National Defense, the Ministry of Public Security, the Ministry of Construction and central ministries and sectors when necessary for guidance and support according to the functions and tasks of ministries and sectors.
In addition, organize a peak period of propaganda, inspection, and prevention of kite flying activities, the use of unmanned aerial vehicles and other flying objects in the airport area, airport and airport-adjacent areas, especially during the summer vacation of students, ensuring that 100% of households in the vicinity receive information and propaganda about aviation safety.
Request parents or guardians to fully perform the responsibility of managing and educating their children. In case children commit illegal acts that affect security and safety of flight operations, parents and guardians must coordinate with functional agencies and bear the form of handling according to the provisions of law.
The Ministry of Construction also requested the People's Committees of provinces with airports to direct 100% of educational institutions in the vicinity to propagate to students and parents about the risk of aviation unsafety, legal consequences of kite flying, using unmanned aerial vehicles, and other flying objects in violation of regulations in no-fly and restricted-fly areas.
Direct the strict handling of violating organizations and individuals; publicize the handling results and share them with the focal agencies of relevant ministries and sectors to serve propaganda, education, deterrence and general prevention.
Establish a permanent coordination mechanism between local authorities, military forces, police and aviation units to receive, verify, and immediately handle information related to UAVs, kites and other flying objects entering the airport area.

For the Civil Aviation Authority of Vietnam, the Ministry of Construction requests the unit to closely monitor the situation, organize reviews and assessments of causes, risks and inadequacies in management and handling of the operation of unmanned aerial vehicles and other flying objects; promptly report to the Ministry of Construction and relevant agencies when there is a similar incident; and at the same time coordinate with focal agencies of the Ministry of National Defense and the Ministry of Public Security to develop a coordination process to issue decisions to suppress aircraft when there is a flight safety threat situation.
The Ministry also requested the Department to direct aviation port authorities, airports, and related units to strictly implement Decision No. 824/QD-CHK dated April 24, 2026 and coordination procedures for handling flying objects entering no-fly and restricted-fly areas; to preside over and coordinate in developing aviation safety propaganda programs and documents;
Propose amending legal regulations, technical and technological solutions to improve the ability to detect, warn and promptly handle unmanned aerial vehicles and other flying objects affecting flight operations; propose ways to share information on licensing unmanned aerial vehicles between agencies to serve the state management functions of each Ministry, sector and locality...

For Vietnam Air Traffic Management Corporation (VAM) and Airports Corporation of Vietnam (ACV), the Ministry of Construction requests these units to strengthen supervision and surveillance; proactively coordinate closely with the army, police and local authorities in managing, supervising and promptly handling illegal flight activities of unmanned aerial vehicles in the area affecting civil aviation activities.
At the same time, strictly implement flight safety assurance procedures when detecting threats and provide a specific list of areas located in the vicinity that may affect the airport in the area to the local People's Committee, focal agencies of the Ministry of National Defense, Ministry of Public Security to serve the development of aviation safety assurance plans of focal agencies of ministries, branches and localities;
VATM and ACV provide hotline information at each airport to receive, verify, and promptly process information related to UAVs, kites and other flying objects...
Previously, the Civil Aviation Authority of Vietnam had reported to the Ministry of Construction about the incident of unmanned aerial vehicles (UAVs) intruding, directly affecting civil aviation operations at Noi Bai and Cat Bi International Airports in two days, June 6-7, 2026. There were 38 flights affected in these 2 days.
