Cars parked in 2 rows on the road
According to the direction of the Chairman of Hai Phong City People's Committee, from April 1, 2025, stopping and not allowing parking of cars on traffic routes, especially in the city center.
The city police and functional forces strengthen inspection, handling, and applying maximum penalties for cases of illegal car parking on all traffic routes, especially in the city center.

Previously, the City People's Committee also directed that from April 1, 2024, the City Police focus on handling the highest penalty for cases of stopping and parking cars that are not in accordance with regulations at high-risk points causing traffic accidents and cars parked on sidewalks for pedestrians. The reason is that the situation of cars parking for granted, occupying roads and sidewalks is common, causing traffic congestion, leaving no place for people to travel on the sidewalk.

According to Lao Dong reporters, on the morning of April 1, the situation of cars parked on the road was still common. Some streets in the central area such as Tran Phu, Pham Ngu Lao, Lach Tray..., many vehicles have not yet complied with this regulation. It is worth mentioning that on Tran Phu Street (Ngo Quyen District), there are still 2 rows of cars parked on the road, causing traffic obstruction.
Or on Quan Nam Street (Le Chan District), cars are parked on both sides of the road, even many cars are parked on the road covered with tarpaulins.
Functional forces handle violations
Following the direction of the City People's Committee, on the morning of April 1, the Traffic Police of Hai Phong City Police inspected and strictly handled cases of stopping and parking vehicles in violation of regulations in the management area.

According to Traffic Police Team No. 3, the situation of cars stopping and parking illegally on many central streets such as Quang Trung, Tran Phu, Hoang Van Thu, Phan Boi Chau... is common, causing traffic obstruction and affecting urban aesthetics. Therefore, on the morning of April 1, the unit inspected and strictly handled cases of illegal stopping and parking in the area, especially at school gates, hospitals, and shopping malls.
In addition to direct fines, the Traffic Police force also applies fines through the surveillance camera system. Vehicles parked in violation of regulations may be forced to relocate, and the vehicle owner will be fined from VND 800,000 to VND 1.2 million, depending on the severity of the violation. The authorities also advise people to comply with regulations on stopping and parking to avoid being fined and contribute to ensuring traffic order and safety in the area.
