Voters in An Giang province expressed that National Highway 91C was invested in construction to meet the standards of a grade IV road. The national highway basically meets the needs of travel, trading, and transportation of goods in the district and neighboring areas.
In the coming time, the Chau Doc - Can Tho - Soc Trang expressway will be formed, and Long Binh Border Gate, An Phu district will be upgraded to an international border gate.
Therefore, National Highway 91C is the main traffic route connecting the expressway and Long Binh border gate.
Voters believe that upgrading and expanding National Highway 91C is very necessary. This will create traffic connections between the locality and the Mekong Delta and neighboring areas, creating a premise for border economic development between Vietnam and Cambodia through Long Binh International Border Gate.
Voters proposed to build a connecting road from the starting point of Chau Doc - Can Tho - Soc Trang Expressway to Khanh Binh border gate.
Regarding the content of the voters' petition, the Ministry of Construction responded as follows:
Regarding investment in upgrading and expanding National Highway 91C, according to the Road Network Planning for the period 2021 - 2030, vision 2050.
National Highway 91C has a starting point connecting to National Highway 91 in An Giang city, the end point is at Khanh Binh Border Gate. The route is about 36 km long, with a scale of level III, 2 to 4 lanes.
Current status, the National Highway has been basically invested in meeting the standards of a level IV road with 2 lanes.
Recently, the Ministry of Construction has directed the Vietnam Road Administration to carry out basic regular maintenance to meet the needs of people's travel services and invest in repairs using career funds to cover road economic activities with a total cost of about 73.9 billion VND in 2023, 2024 and about 23 billion VND in 2025.
The Ministry of Construction agrees with the proposal of voters of An Giang province on the necessity of investing, upgrading and expanding National Highway 91C according to the plan, meeting the transportation needs and economic development of An Giang province in particular and the Mekong Delta region in general.
"However, due to resource constraints, it is not possible to allocate capital to invest in the route in the period of 2021 - 2025. The Ministry of Construction acknowledges the voters' recommendations and will coordinate with the People's Committee of An Giang province to review and implement procedures for handing over national highways. The Ministry will assign the provincial People's Committee to manage and coordinate with the province to report to competent authorities for consideration, investment in upgrading and expanding the route in the period of 2026 - 2030" - the Ministry of Construction said.
Regarding the investment in the construction of a road connecting the Chau Doc - Can Tho - Soc Trang expressway to Tinh Bien and Khanh Binh border gate, the Ministry of Construction said:
The An Giang Provincial People's Committee has reported on the above project implementation content and the Prime Minister has directed the Ministry of Construction to coordinate with ministries and localities to study and propose assigning the An Giang Provincial People's Committee as the competent authority to implement the project investment.
The Ministry of Construction has reported to the Prime Minister on supporting the implementation of investment in a number of projects. Including the project to build a road connecting Chau Doc - Can Tho - Soc Trang expressway to Tinh Bien and Khanh Binh border gate.
In document No. 8942/VPCP-CN dated November 15, 2023 of the Government Office, there is an opinion assigning the People's Committee of An Giang province to supplement the planning of the two above-mentioned routes and work with relevant ministries and branches to implement investment procedures, balance capital sources... according to its authority, in accordance with the provisions of law.
The above route has been included in the An Giang Provincial Planning for the period 2021-2030, with a vision to 2050.
This is a project implemented according to the approved planning of the province, under the investment decision-making authority of the An Giang Provincial People's Committee.
The Ministry of Construction requested the People's Committee of An Giang province to direct relevant agencies and units to urgently complete investment procedures according to regulations and work with relevant ministries and branches to have a plan to balance capital sources for the project.
