On April 29, the Hanoi People's Council will hold a thematic session (52nd session) to review and decide on many important contents according to its authority.
In particular, the City People's Council will consider approving the investment policy for the Tu Lien Bridge Construction Investment Project (from the intersection of Tu Lien Bridge approach road with Truong Sa road to Hanoi - Thai Nguyen Expressway).
According to the submission of the Hanoi People's Committee, the current connection to the core area of the city and neighboring areas is mainly through Thang Long Bridge, the old Duong Bridge running along Ngo Gia Tu Street to Chuong Duong Bridge and Long Bien Bridge or through Nhat Tan Bridge and Vo Nguyen Giap Street. However, rapid urbanization has caused great traffic pressure on existing routes.
Currently, the city is implementing Tu Lien Bridge project (expected to start construction of 19.5.2025). At the same time, the City People's Committee is also working with Bac Ninh Provincial People's Committee for the route connecting Gia Binh airport with Hanoi capital, including the connection of this route to the Tu Lien bridge connection road (the intersection of Tu Lien Bridge with Truong Sa road) to the Hanoi -Principal highway.
Accordingly, investing in the construction of a road connecting Tu Lien bridge from (intersection of Tu Lien bridge approach road with Truong Sa road) to the Hanoi - Thai Nguyen expressway is extremely necessary.
The route is about 5.66km long, with a cross-section width of 60m. The starting point is at the intersection of Tu Lien Bridge and Truong Sa Street, the end point is at the intersection with Hanoi - Thai Nguyen Expressway.
The connecting route has 3 intersections: Intersection with the old National Highway 3; Intersection with the planned LK53 road and the current railway line (Hanoi - Lao Cai); Intersection with the Hanoi - Thai Nguyen Expressway and Ring Road 3.
Preliminary total investment for the project to invest in the construction of a road connecting Tu Lien bridge from (intersection of Tu Lien bridge approach road with Truong Sa road) to the Hanoi - Thai Nguyen expressway is 5,076 billion VND. Of which, the city budget has a preliminary total investment of 50%; the Dong Anh district budget has a preliminary total investment of 50%.
The project implementation location is in Dong Hoi, Mai Lam, Duc Tu, Lien Ha communes, Dong Anh district, Hanoi city.
The project implementation period is from 2025-2027.
The People's Committee of Dong Anh District is responsible for presiding over and coordinating with relevant agencies to prepare a feasibility study report and submit to the competent authorities for decision on project investment in accordance with the Law on Public Investment and the relevant law. Research and complete the contents according to the evaluation of pre -feasibility research reports of relevant departments, branches and units and reports on the results of evaluation of pre -feasibility study reports of the appraisal council to prepare a feasibility study report on the project to ensure savings, efficiency and absolute loss of loss and waste of investment capital in accordance with the provisions of the Law on Public Investment and the relevant laws.
Departments: Finance, Construction, Planning - Architecture, Agriculture and Environment based on the functions and tasks assigned to inspect, guide and coordinate with the People's Committee of Dong Anh District and the investor in the process of implementing the project; solve administrative procedures, create favorable conditions to help Dong Anh District People's Committee and investors complete the project to ensure the goals, progress and quality of works of the City People's Committee.
