Accordingly, voters recommended that the Ministry of Transport direct the My Thuan - Can Tho Expressway Management Board to speed up the construction of the western residential road, creating a connecting route with the 26.3 canal to facilitate the circulation of goods and convenient cultivation of crops to serve agricultural production along the My Thuan - Can Tho Expressway.
In addition, voters also recommended directing the My Thuan - Can Tho Expressway Management Board to consider removing the temporary road at Tu Canal in Thanh Trung Commune to serve agricultural production because there is no water inside the temporary road for daily life and rice and crop production in the area, and to promptly pay compensation for construction costs that damaged houses of people along the My Thuan - Can Tho Expressway.
Regarding the content of the voters' petition, the Ministry of Transport said that the My Thuan - Can Tho Expressway Construction Investment Project, Phase 1 (Project) was assigned by the Ministry of Transport (MOT) to the My Thuan Project Management Board as the investor. During the process of establishing the investment project and technical design, the Ministry of Transport directed the investor and design consultant to study the construction options for drainage systems and access roads to ensure the needs of travel, production and daily life of people in the area and agreed with the locality. Up to now, the project has been completed and put into operation, promoting investment efficiency.
For the western residential route, which is a newly-emerged route, the Ministry of Transport has updated, supplemented and submitted to the Prime Minister for approval to adjust the project investment policy and will be implemented in the near future.
Regarding the dismantling of temporary roads and dredging of Kenh Tu canal, My Thuan Project Management Board has directed contractors to mobilize machinery and equipment to carry out the work, but some households have obstructed the work so it has not been completed. Currently, the units are coordinating with local authorities to handle the matter thoroughly.
Regarding compensation and support for households affected during construction, the investor and contractors have coordinated with the Construction Insurance unit to work with local authorities and affected households. The results so far are as follows: 210/222 households with cracked houses, affecting property and 66/78 households affected by agriculture have agreed to compensation and support, and are currently making payments.
For the 24 households that have not agreed to the compensation and support plan, the investor is coordinating with local authorities to mobilize people to agree to implement compensation and support procedures according to regulations.
The Ministry of Transport requested the National Assembly Delegation of Vinh Long province to pay attention, coordinate, and consult with local authorities and people in the project area to share and reach consensus so that the units can complete the remaining work.
The Ministry of Transport will continue to direct investors to regularly inspect and ensure the contractor's implementation of responsibilities for compensation and support for affected households, ensuring the legitimate and legal interests of the people.
