According to the reporter of Lao Dong Newspaper on March 15, many houses at the Lang Ha - De La Thanh intersection (Dong Da district, Hanoi) are being demolished by the construction unit, handing over the site for the construction of the Ring Road 1 project, Hoang Cau - Voi Phuc section.
This is a good sign after many years of stagnation in the Hoang Cau - Voi Phuc section of the Ring Road 1 construction project due to many difficulties and problems.
The project was approved by the Government at the end of 2017 with a length of 2.2km. The starting point is at Hoang Cau intersection (Dong Da district), the end point is at Voi Phuc intersection (Ba Dinh district).
The investment level of phase 1 of the Ring Road 1 project, Hoang Cau - Voi Phuc section, is more than VND 7,211 billion. Of which, the construction cost is 627 billion VND; site clearance (GPMB) is more than 5,818 billion VND and some other costs from the city budget.
The Hanoi Civil Works Construction Investment Project Management Board (investor) said that to implement the project, more than 2,000 households in Ba Dinh and Dong Da districts must be cleared of land.
According to the plan, the project is expected to be completed by the end of 2024. However, the site clearance process encountered many difficulties due to people's lack of coordination, failure to confirm land origin, and failure to confirm boundaries. Some households have even received money but have not yet handed over the site, leading to project delays.
Regarding policy mechanisms, problems related to the 2014 Land Law have just been resolved, but now problems arise under the 2024 Land Law.
The Project Management Board said that it has coordinated with the People's Committees of Dong Da District and Ba Dinh District to report to the city and propose solutions.
Up to now, the appraisal of compensation and resettlement plans has made much progress. It is expected that in the first quarter of 2025, Ba Dinh District will complete site clearance and in the second quarter of 2025, Dong Da District will also complete site clearance.
The project investor said that he has directed contractors to always be ready, with the site to start construction immediately. If the site clearance work is as planned, the project will be completed in 2025.
When completed, the road will have a cross-section of 50m, contributing to reducing traffic congestion on La Thanh Street, while enhancing connectivity with the central area of the capital, making traffic more convenient.
Currently, the end point of the project is the Voi Phuc intersection, which has been completed and is ready to connect with the Hoang Cau - Voi Phuc route in the future.
