The investment project to build the Ring Road 2.5 from Nguyen Trai (National Highway 6) to Dam Hong (Thanh Xuan District) is 1,520m long, with a cross-section of 40m, invested by the People's Committee of Thanh Xuan District and represented by the Thanh Xuan District Investment and Construction Project Management Board.
The project has a total investment of nearly VND 2,500 billion, with investment capital from the city budget, and implementation period is 2022-2026.
To implement the project, Thanh Xuan District will reclaim and clear 60,902.1m2 of land, involving 703 organizations, individuals, and households in the 4 wards of Thuong Dinh, Ha Dinh, Khuong Trung, and Khuong Dinh.
A representative of the Thanh Xuan District Construction Investment Project Management Board said that by the end of February 2025, the Thanh Xuan District People's Committee has directed the Land Clearance Working Group and the Ward People's Committees to complete the investigation, measurement and inventory of organizations, households and individuals whose land is recovered to implement the project; and has approved compensation and support plans for 4 organizations in Thuong Dinh Ward.
Currently, the People's Committees of wards continue to confirm the origin of land, time and process of land use; time of construction of works attached to land... as a basis for establishing and approving compensation and support plans.
The most difficult thing at present is land management, construction order, and management of the residential status of citizens in areas with limited site clearance in wards.
In addition, the situation of using, buying, selling, transferring agricultural land, and constructing works that are not in accordance with the provisions of law in the site clearance area still occurs frequently.
Meanwhile, incomplete land management records and construction order lead to difficulties in confirming the origin, land use process, construction time on the land... affecting site clearance progress. Not to mention, some contents beyond the authority of the District People's Committee must be reported to seek direction from the City People's Committee, affecting the progress of the project.
In order to speed up the site clearance progress, serve the construction of the Ring Road 2.5 Construction Investment Project, Thanh Xuan District People's Committee is focusing on completing the determination of land prices as a basis for developing compensation plans and support for site clearance for households and individuals; directing departments and offices to coordinate with the People's Committees of wards to remove difficulties in site clearance.
Thanh Xuan District strives to complete the issuance of land acquisition decisions and approve compensation, support and resettlement plans for all organizations, households and individuals within the project scope in 2025.
After completing the site clearance, the investor will hand over the site to the contractor to implement the project, and soon put it into use to solve the congestion, as well as synchronize the urban transport infrastructure system.
