Tam Trinh Street Construction Investment Project (Hoang Mai District, Hanoi) has a length of 3.5km, started in 2016, expected to be completed after 3 years. However, due to many difficulties in site clearance (land clearance), the project is delayed.
In December 2023, the City People's Committee approved the adjustment of the project into Tam Trinh Street Construction Investment Project; Adjust the project implementation schedule from 2016 - 2026.
However, in the process of implementing the land clearance, the People's Committee of Hoang Mai District encountered some problems because the 2024 Land Law changed, along with the new land price list issued by the City People's Committee.
Therefore, Hoang Mai District People's Committee has reported and proposed a number of solutions to remove difficulties for the project.

Recently, the Hanoi People's Committee has approved the plan to support the land clearance of Tam Trinh street project to accelerate the project progress at the proposal of the People's Committee of Hoang Mai District.
Accordingly, the Hanoi People's Committee approved the proposal to support renting houses during the repair of the resettlement house fund. The duration of rental support has been calculated from the time when the households handed over the ground until the date of completion of the repair and handover of the resettlement house.
The city approved other support levels for 30 households that have approved the plan, drawing apartments and households preparing for approval and drawing of resettlement houses with another support level. This level of support is equivalent to the temporary support level specified in Article 17 of Decision 56 of the City People's Committee.
The city approved the proposal of 80% of the compensation level according to the new construction unit price for houses and constructions created before October 15, 1993; equal to 50% of the compensation level at the new construction unit price for houses and constructions created after October 15, 1993 before July 1, 2004; equals 10% of the compensation level at the new construction unit price for houses and constructions created after July 1, 2004 before July 1, 2014. Particularly for houses and works created after July 1, 2014, it is not supported.
The People's Committee of Hanoi also said that the cases specified in the 2024 Land Law are more beneficial to people with land with the recovered land, it is allowed to adjust the plan under the 2024 Land Law.
It is expected that by May 15, the site clearance work for the Tam Trinh road expansion project will be completed.

In addition to the above project, Hoang Mai District is also focusing on land and land clearance to start the project to upgrade and expand Linh Nam street.
The building has a length of about 3.4km, the starting point at Tam Trinh intersection, the end point at the intersection of Nguyen Khoai dike.
According to the People's Committee of Hoang Mai District, to implement the project, it will have to be recovered over 98,000m2 of land, involving 829 households and 19 organizations in 4 wards: Mai Dong, Vinh Hung, Linh Nam and Tran Phu.
Hoang Mai District assessed that the volume of land clearance was not too large, but the difficulty was due to the documents and papers related to the origin of the land, the works on the land of the people were incomplete and difficult to verify.
In many cases, the person in the name of the land use right certificate does not live in the area, even lost, the descendants live abroad, making it difficult to contact and the owner.
Currently, the city has decided to approve land prices, but in terms of compensation, support and resettlement policy of the State, the state has changed, so the progress is slowing down.

In order to accelerate land clearance, Hoang Mai District People's Committee has proposed Hanoi People's Committee to compensate, compensate and resettle in the direction of creating the most favorable conditions for the people.
According to the plan, the land clearance will be completed in June. After that, the contractor will expand the Linh Nam road, expected to be completed in 2027.
