1% of the site is waiting for clearance
The investment project to build the Ring Road 4 of the Capital Region through Hanoi is about 58km long, passing through 7 districts. Report of the Hanoi Traffic Construction Investment Project Management Board, after about 2.5 years since the groundbreaking date, the project's site clearance work has reached a rate of about 99%.
The remaining site is located in the relocation locations of floating underground works and some locations of residential land and garden land scattered in districts that are facing changes in mechanisms and compensation policies, especially in the area within the construction area of Hong Ha bridge in Hong Ha commune (Dan Phuong district) and Van Khe (Me Linh district).
In Khe Ngoai 2 village (Van Khe commune, Me Linh district), up to now, there are still nearly 150 households that have not agreed to hand over the land for the Ring Road 4 project. Previously, when Me Linh belonged to Vinh Phuc province, the red books of households only recorded the residential land limit for each household as 200m2, the rest was garden land.
After many generations, these households have separated them for their children to build houses. Due to planning problems, people are not allowed to convert the purpose of use from garden land to residential land as is the case.
Mr. Nguyen Van Bang (53 years old, Khe Ngoai 2 village) said that he strongly supports the State's policy when building Ring Road 4, however, due to the unsatisfactory compensation and resettlement support policy, his family and many other households "cannot leave or live there".
"I hope the authorities at all levels will soon have a final solution so that we can soon stabilize our lives," said Mr. Bang.
According to the contractors' representatives, the materials are currently fully gathered, human resources and machinery are also ready. If the site clearance and relocation of floating underground works are completed before March 2025, the contractor will complete the project in December 2025 in accordance with the city's direction. Otherwise, it will be force majeure because many sections within the project scope have to be treated with weak soil, the minimum relocation time must be from 6-9 months.
Completion date in the first quarter of 2025
At the meeting to review the progress and construction work of the Ring Road 4 project on December 12, 2024, the Hanoi Traffic Construction Investment Project Management Board said that to ensure the project progress and complete the parallel road by the end of 2025, site clearance work needs to be completed before December 31, 2024, with some difficult cases completed before the Lunar New Year.
Politburo member, Secretary of the Hanoi Party Committee - Head of the Steering Committee for the Ring Road 4 project in the Capital Region Bui Thi Minh Hoai also requested departments, districts and towns to focus all their efforts to speed up the project progress and complete site clearance before the Lunar New Year. However, up to now, the site clearance work has not been completed and Hanoi continues to postpone the completion time in the first quarter of 2025.
During a recent visit and encouragement to officers, engineers and workers at the Ring Road 4 construction site, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan requested the project investor, construction contractor, supervision consultants and all workers and laborers to closely follow the plan and progress, and strive to complete the project.
With the remaining 1% of site clearance, localities need to resolutely resolve the issue because this is a key project, the determination must be even higher. Along with progress, quality must be ensured" - Mr. Nguyen Ngoc Tuan said and added that during the implementation process, if there are difficulties and problems, it is necessary to report and propose to the city in the spirit that wherever there is a site, construction must be urgent, and the project must not be delayed.
