According to Official Dispatch No. 11971/UBND-CN dated August 17, 2023 of the Provincial People's Committee providing comments to the Ministry of Transport (MOT), it was agreed that the high-speed railway on the North-South axis, the section passing through Thanh Hoa province, has 2 passenger terminals, 1 freight terminal and 3 maintenance stations.
Accordingly: 1 passenger station in Dong Tan commune, Thanh Hoa city, 1 passenger station in Phu Lam commune, Nghi Son town; 1 cargo station in Truong Lam commune, Nghi Son town; 3 maintenance stations including: Maintenance station in Hoang Hop commune, Hoang Hoa district, maintenance station in Thang Binh commune, Nong Cong district and maintenance station in Tan Truong commune, Nghi Son town.
However, currently (October 2024), after studying the project's pre-feasibility study report (pre-feasibility report), the Department of Transport of Thanh Hoa province found that the station and maintenance station through Thanh Hoa province are not consistent with the content agreed by the People's Committee of Thanh Hoa province with the Ministry of Transport in Official Dispatch No. 11971 mentioned above; therefore, the Department of Transport has sent a document requesting the Chairman of the Provincial People's Committee to send a document to the Ministry of Planning and Investment (MPI) to consider adjusting and supplementing some contents in the pre-feasibility report.
Accordingly, in the pre-feasibility report, there is no cargo station in Truong Lam commune, Nghi Son town as agreed. Therefore, to be consistent with the orientation of building a dry port, a logistics center according to the planning of the dry port system development, convenient for connecting with the current North-South railway line and the railway line connecting from the North-South railway to Nghi Son port in the future; the Department of Transport requests the Chairman of the Provincial People's Committee to propose to the Ministry of Planning and Investment to add Nghi Son cargo station to the pre-feasibility study report of the North-South high-speed railway project for investment implementation.
Also according to the Thanh Hoa Department of Transport, in the pre-feasibility report, the project has a passenger station in Phu Lam commune, Nghi Son town; however, it has not been invested in at the present stage.
In order to facilitate the socio-economic development of the locality, meet the demand for transporting passengers and foreign experts working at Nghi Son Petrochemical Refinery, Nghi Son Thermal Power Plant, VAS Nghi Son Iron and Steel Plant and other projects in Nghi Son Economic Zone; Thanh Hoa Department of Transport proposed to add Nghi Son passenger station in Phu Lam commune, Nghi Son town to carry out investment in the current period.
According to the pre-feasibility study report, the North-South high-speed railway project has been converted from PPP investment to public investment. The route of the project section through Thanh Hoa province is basically kept the same as the route agreed by the Provincial People's Committee with the Ministry of Transport in Official Dispatch No. 11971/UBND-CN dated August 17, 2023.
