Ms. Huynh Thi Huyen, residing in Van Tuong commune, Quang Ngai province, affirmed to a reporter of Lao Dong Newspaper that her family's car had never been to Quang Tri province, but was very surprised to receive a late-night fine for running a red light sent back by the Traffic Police Department of Quang Binh Provincial Police (old), now under Quang Tri Provincial Police.
As Lao Dong Newspaper reported, in June 2025, Ms. Huyen received a notice of traffic violation penalty from the Traffic Police Department of Quang Binh Provincial Police (old), now under Quang Tri Provincial Police, for the act of not complying with traffic light signals.

The notice shows the violating vehicle at 10:58 am on May 26, 2025 at the intersection between Nguyen Huu Canh street and Quang Trung street, Dong Hoi ward, Quang Tri province. However, Ms. Huyen said that the image of the violating vehicle in the notice is completely different from her family's car.
At the same time, at the above time, her car had never traveled in Quang Tri, so she thought that a mistake might have occurred. Accordingly, both cars have license plates 76A-211.96, but the image of the violating car has a spare tire hanging on the rear door, while her family's Kia Seltos car does not have this detail.
When I received the notice, I checked the cold fine search application but did not see any violation information. The car image was also not the same as my car, so I thought this might be a scam, so I did not respond," Ms. Huyen said.
Around June, when preparing to take the car for registration, she checked again and discovered that the vehicle had been updated for violations. Her family repeatedly called the provided phone number 0833535369 to contact for handling, but no one answered the phone.
When she went to Van Tuong Commune Police (Quang Ngai province) to ask for a solution, she was informed that the error arose in Quang Tri, so she needed to contact functional agencies in Quang Tri for handling. She sent feedback twice through the VNeTraffic application but only received a response that the Traffic Police force had received and guided the handling.
On July 15, Ms. Huyen said that she had sent a petition to the Traffic Police Department of Quang Tri Provincial Police by express delivery, requesting to re-examine the traffic ticket notice for her family's vehicle because she believed that the violating image was not true to her vehicle.
Also on July 15, in an exchange with a reporter from Lao Dong Newspaper, Ms. Huynh Thi Huyen said that at noon on the same day, her husband and she went to the VNeTraffic application to look up information about remote fines and no longer saw information that her family's car was fined for non-compliance with traffic signals in Quang Tri.
I am very happy and grateful to the Quang Tri Traffic Police force for receiving and quickly handling the incident," Ms. Huyen said.
Regarding the incident, on July 15, in an exchange with a reporter from Lao Dong Newspaper, Colonel Hoang Van Trung - Head of the Traffic Police Department, Quang Tri Provincial Police - said that after receiving information reflected from the press, the unit checked the images recorded by the camera.
“The camera recording may not be clear, so we will continue to verify. If it is determined that the images in the system are not consistent with the vehicle owner's vehicle, the Traffic Police Department will remove the remote fine notice according to regulations,” said Colonel Hoang Van Trung.
